The document stated: Report No. 556/2025/TTDT dated June 23, 2025 of the Government Electronic Information Portal on information, press and public opinion related to the direction and administration work has the following content: "It is necessary to redefine business households in the new context to collect taxes effectively": According to economic experts, the confusion of many business households after Decree 70/2025/ND-CP took effect has shown a large gap in policy communication. Experts say that the understanding of business households is now outdated; there is currently no clear, complete and stable set of laws to identify, classify and regulate the activities of this specific economic group. It is time to redefine the concept of business households and develop policies that are more suitable to the reality of the digital economy.

Regarding the above information, Prime Minister Pham Minh Chinh assigned the Ministry of Finance to check the press information as summarized by the Government Electronic Information Portal on the content "It is necessary to redefine business households in the new context for effective tax collection", proactively handle according to regulations, and report to competent authorities on issues beyond their authority.

At the same time, the organization invited information technology corporations, Viettel, VNPT, Mobiphone, FPT, CMC, representatives of business households, small and medium enterprises to build software to help support business households, small and medium enterprises to implement electronic invoices generated from cash registers.

The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to direct the implementation of the above contents.
