The Ministry of Health said that on April 12, 2025, the Ministry of Health issued Official Dispatch No. 2147/BYT-TCCB to the People's Committees of provinces and centrally run cities on guidelines for the arrangement and reorganization of medical facilities at administrative units at all levels, implementing the 2-level local government organization model in accordance with Conclusion No. 137-KL/TW dated March 28, 2025 of the Politburo and the Secretariat on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model and related documents.

Pursuant to Official Dispatch No. 68/CV-BCĐ dated May 28, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a 2-level local government organization model of the Government and directives and instructions of the Government and the Ministry of Home Affairs ; on June 23, 2025, the Ministry of Health issued Circular No. 20/2025/TT-BYT guiding the functions, tasks and powers of specialized health agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards and special zones of provinces and centrally run cities.

The Ministry of Health is drafting and seeking comments from ministries, branches and localities to issue a Circular guiding the functions, tasks, powers and organizational structure of commune, ward and special zone health stations according to the 2-level local government organization model.

Does not affect or interrupt the provision of local medical services

Currently, some provincial and municipal health departments (Hanoi health department, Thai Nguyen health department) have issued documents asking for guidance on the arrangement of commune and ward health stations and regional polyclinics. Regarding this issue, the Ministry of Health provides the following guidance:

In order not to affect or interrupt the provision of medical services in the locality; The Ministry of Health requests the Department of Health of the provinces and centrally-run cities to continue studying Official Dispatch No. 2147/BYT-TCCB dated April 12, 2025 of the Ministry of Health, Official Dispatch No. 68/CV-BCĐ dated May 28, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model of the Government and based on the practical situation in the locality to advise the Provincial People's Committee to direct the implementation of the following tasks until further instructions and directions are issued:

In the immediate future, maintain the stability of the system of public health service units in the locality; only make arrangements when absolutely necessary and do not affect the activities serving the essential needs of local people.

Transfer the current Medical Center under the District People's Committee to the Department of Health for management to organize service provision in inter-commune and ward areas.

Maintain the current commune, ward, and town health stations and regional polyclinics (if any) under the current health center or arrange the old commune-level health stations into a new commune-level health station and have health points in the old communes to serve the people.

The Ministry of Health stated that, during the implementation process, if there are any difficulties or problems; the Department of Health of the provinces and centrally-run cities shall promptly report to the Ministry of Health (through the Department of Organization and Personnel) for guidance on resolution.
