Two days ago, after the Math and English exams, many candidates were "shocked" because the exam was much more difficult than the sample exam that the Ministry announced at the end of last year.
Regarding the Math test, candidates complained that the multiple choice short answer format was too difficult, the test was long, and some questions not only tested their Math knowledge but also challenged their reading comprehension skills. Some students affirmed that they rarely encountered such long tests with such complex facts. Many teachers had similar opinions.
In English, many students who achieved IELTS 7.0-7.5 were surprised by the test. According to them, the test was long, with many academic terms, far from high school students. A teacher from a specialized school said that the school's test-solving team also had to "sweat" and assessed that the test was more suitable for English-specialized candidates than general exams like high school graduation.
Mr. Ha said that the difficulty of the exam was discussed and thoroughly understood by the national steering committee before the exam preparation took place.
"The guiding view is that this is the first year of innovation, so the change in status is not sudden, including the difficulty of the exam," he said.
To do this, the Ministry has issued the structure, format, and sample questions for the high school graduation exam, to help students get used to the structure and teachers have a direction for their review. The Ministry also organized a large-scale test in all three regions, thereby assessing students' ability to respond, in order to make appropriate adjustments.
"When making the test, the council carefully considered all the data during the testing process. The difficulty of the test was based on those actual results, while also closely following the reference test," he said.
Regarding the reflection that the Math and English tests were more difficult than the sample tests, Mr. Ha said he would take note of them for consideration after completing the grading process.
According to him, the biggest difference this year is that the exam matrix is randomly generated during the process, instead of being available in advance like in previous years.
"According to the old matrix, teachers and students would know that this chapter needed to have this question, and from there, they would orient their learning and review methods. But this year, this is no longer the case," he said. "The matrix is randomly generated, so the questions can be grouped together with other topics, and the question level is not fixed."
He assessed that this way of setting questions ensures objectivity, because teachers and students cannot predict in advance. "This is also a way for students to ensure that they study for real, take real exams, and do not have to study in response, and anticipate important areas of knowledge to focus on studying," said Mr. Ha.

Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that he will accept opinions about the exam to do better in the following years, on the principle of ensuring the rights of candidates.
"If many candidates get 9-10 points but it's not their real ability and the test is easy, is that fun? If many candidates get 6-7 points but it's their real ability, the candidates will have mature steps. Then it will be more fun," he said.
The Ministry's leaders said that the exam questions that assess the candidates' true abilities are in line with the spirit of fundamental innovationin education and training and the new general education program.
"The teaching and learning process aims to assess candidates' abilities, so that candidates can grasp and solve problems in life," he affirmed.
The high school graduation exam took place on June 26-27 with more than 1.16 million candidates, including those studying under the new (2018) and old (2006) general education programs.
Candidates taking the new program will take four exams including Math, Literature and two elective subjects in Foreign Language, Chemistry, Physics, Biology, History, Geography, Economic and Legal Education, Information Technology, and Technology (Agriculture, Industry).
Candidates of the old program take Math, Literature, Foreign Language tests along with a combination of Natural Sciences (Chemistry, Physics, Biology) or Social Sciences (History, Geography, Civic Education).
From tomorrow, localities will begin the exam marking process. High school graduation exam scores will be announced on July 16. Candidates can register and adjust their university admission wishes until 5:00 p.m. on July 28.
