Telegram CEO's arrest in France raises human rights concerns

Speaking at a press conference on September 3, speaking about the arrest of Telegram CEO Pavel Durov in France, UN Human Rights Office spokeswoman Ravina Shamdasani said: "This is a very complex case. It raises many human rights concerns."

She also cited the recent blocking of social network X in Brazil over alleged judicial violations, saying it “raises similar concerns about the obligation of states to ensure that social media platforms comply with laws that allow for freedom of expression,” but subject to certain restrictions.

She called for any restrictions to be "proportionate" and "consistent with international human rights standards".

“It is difficult to have more specific information about the case and the charges against Durov at this time, as the UN Human Rights Office does not have access to full information,” she said, adding that states should regulate platforms and that the platforms themselves must comply with laws consistent with international human rights law.

Earlier on August 24, the head of the popular messaging app Telegram was suddenly arrested at Le Bourget airport in the suburbs of Paris, France. He was then charged with a series of violations related to the messaging app. He was also banned from leaving France.
