Deputy Prime Minister Nguyen Chi Dung requested ministries and branches to complete the review of legal regulations before July 31 to remove bottlenecks, create momentum for science and technology development, innovation and national digital transformation.

Deputy Prime Minister Nguyen Chi Dung requested relevant ministries and branches to complete the task of reviewing legal regulations before July 31, 2025 to promptly remove bottlenecks to serve the development of science , technology, innovation and digital transformation.

This is the content of Notice No. 365/TB-VPCP dated July 16, 2025 of the Government Office , conveying the conclusion of Deputy Prime Minister Nguyen Chi Dung at the meeting to review the content and preparations for the 3rd meeting of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06 - Review of the first 6 months of the year, deploying tasks for the last 6 months of 2025.

The announcement stated that the results of task implementation in the first 6 months of 2025 showed that ministries, branches and localities have made many efforts and proactively implemented Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo , Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee and the directions of the Government, the Prime Minister and the Government's Steering Committee.

However, the progress and quality of implementation among agencies are not uniform. There are still 33 overdue and behind schedule tasks, including key tasks of an inter-sectoral nature, affecting the overall implementation progress.

The Deputy Prime Minister requested that in the last 6 months of 2025, the Ministry of Science and Technology continue to promote its role as the standing agency of the Government Steering Committee; Heads of Working Groups uphold their sense of responsibility, focus on urging the organization to deploy and complete tasks.

Ministries, agencies and localities focus on implementing assigned tasks; assign specific tasks associated with individual and collective responsibilities, especially promoting the role of leaders; strengthen inspection, supervision and urging implementation, promptly detect and remove difficulties and problems that arise; proactively coordinate closely between ministries, branches, localities, enterprises and relevant agencies in the implementation process.

The Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Home Affairs and relevant ministries and local agencies focus on drastic and effective implementation, mobilizing resources to ensure effective and substantive implementation of urgent tasks and solutions according to the set schedule; carefully review, synthesize, and evaluate the implementation status, difficulties, obstacles, causes and tasks and solutions in the last 6 months of 2025 to achieve the set goals, and report at the 3rd meeting of the Government Steering Committee (July 20, 2025).

Urgently complete key tasks that are behind schedule

The Deputy Prime Minister requested relevant ministries, branches and localities to seriously review and urgently complete key tasks that are behind schedule or overdue.

The Deputy Prime Minister has given a specific timeframe for relevant ministries, branches and localities to implement.

Specifically, before July 31, 2025: Ministries, branches and localities must ensure the target rate of online public service records as required by the Government, the Prime Minister and the progress in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee.

The People's Committees of the provinces and cities of Cao Bang, Quang Tri, Tuyen Quang, and Dong Thap completed the development, updating, and adjustment of the Action Plan to implement the Government's Action Program to implement Resolution No. 57-NQ/TW.

The Ministry of Science and Technology completed the National Program for Strategic Technology and Industry Development, including the Project for developing a system of research and testing centers and key national laboratories, focusing on strategic technology.

The ministries of Health, Culture, Sports and Tourism, Agriculture and Environment, and Finance completed the development and promulgation of programs to promote smart production and digital transformation in key areas such as agriculture, industry, trade, finance, education, health, transportation, construction, logistics, and tourism.

The Ministry of Finance shall study and urgently support the completion of procedures for approving investment policies, establishing enterprises and granting licenses to deploy low-orbit satellite telecommunications services (SpaceX); report to the Prime Minister on the implementation progress in July 2025.

Ministries and agencies: Industry and Trade, Agriculture and Environment, Health, Ethnic Minorities and Religions, and the Government Inspectorate completed the task of reviewing legal regulations to promptly remove bottlenecks to serve the development of science, technology, innovation and digital transformation.

The Ministry of Agriculture and Environment completed the task of researching general trends and experiences of some countries on rare earths to make specific assessments and development orientations for Vietnam; assess the reserves and potential of rare earths and have a plan to ensure effective exploitation and use to serve economic and social development; strictly manage, exploit and effectively use the country's mineral resources, especially rare earths, to develop science, technology and innovation.

The Ministry of Education and Training completed the Project to transfer multi-disciplinary and multi-field higher education institutions to the Ministry of Education and Training for management.

Ministries and agencies: Industry and Trade, Ethnic Minorities and Religions, Education and Training, Foreign Affairs, Home Affairs, Finance, Culture, Sports and Tourism, Construction, Health and People's Committees of provinces and centrally run cities: An Giang, Bac Ninh, Cao Bang, Dong Nai, Dong Thap, Hanoi, Ha Tinh, Khanh Hoa, Lang Son, Lao Cai, Ninh Binh, Thanh Hoa, Tuyen Quang complete the task of restructuring administrative procedures, providing online public services concentrated on the National Public Service Portal, upgrading the information system for handling administrative procedures, not maintaining the ministerial-level Public Service Portal according to the roadmap.

Ministries and agencies: Finance, Health, Education and Training, Agriculture and Environment, Industry and Trade, Foreign Affairs, Culture, Sports and Tourism, Ethnicity and Religion, Government Inspectorate, State Bank of Vietnam urgently register funding needs to deploy national digital platforms, shared digital platforms according to Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly, send to the Ministry of Science and Technology for review and synthesis.

Before August 31, 2025: The Ministry of Health deploys a solution to monitor medical examination and treatment facilities to connect electronic health records, referral papers, re-examination appointment papers, and test results; allows information exploitation on VNeID directly from the software of medical examination and treatment facilities; deploys a centralized electronic medical record solution to ensure that 100% of provincial and commune-level medical examination and treatment facilities on the list of supporting the implementation of centralized electronic medical records are installed with software, fully trained and instructed on how to use it; 100% of hospitals sign and confirm medical examination and treatment records with digital signatures through the VNeID application.

Report to competent authorities for approval of investment policy and technical plan for building a health sector data coordination system to serve national digital transformation in the 2025 - 2030 period.

The Ministry of Health, the Ministry of Ethnic Minorities and Religions, and the People's Committees of the provinces of Bac Ninh, Ha Tinh, and Thanh Hoa have completed upgrading and perfecting the information technology infrastructure; connecting the administrative procedure settlement system at the ministerial and provincial levels with the National Population Database to serve the settlement of administrative procedures and public services.

The Ministry of Science and Technology completes the task of researching and developing a system of research centers, testing centers, and national key laboratories focusing on strategic technology and has mechanisms and policies to support and encourage individuals and organizations to carry out these activities.

Before October 31, 2025: The Ministry of Finance reports to the Government to submit to the National Assembly for approval the Law amending and supplementing the Law on Tax Administration at the 10th Session of the 15th National Assembly.

The Ministry of Science and Technology has completed the task of removing barriers in mechanisms, policies, infrastructure, and high-quality human resources for the development of high-tech zones in Hanoi and Ho Chi Minh City.

Ensure data is "correct, sufficient, clean, alive, unified, and shared"

Regarding the implementation of national databases and specialized databases, the Deputy Prime Minister requested ministries, branches and agencies to coordinate with the Ministry of Public Security to comprehensively review and evaluate the current status of 11 databases in Plan No. 02-KH/BCĐTW of the Central Steering Committee, 116 databases in Resolution No. 71/NQ-CP of the Government, ensuring completion on schedule and quality according to the principles of "correct, sufficient, clean, alive, unified, shared."

The Ministry of Public Security shall preside over and coordinate with relevant ministries, branches and agencies to unify the content of the Plan for implementing the development of national databases and specialized databases, ensuring that the Plan is issued before July 18, 2025.

The Ministry of Finance guides ministries, branches, localities, and enterprises to organize the implementation of the provisions of Decree No. 180/2025/ND-CP dated July 1, 2025 in the process of building national databases and specialized databases.

The Government Office, according to its assigned functions and tasks, shall inspect and urge the above-mentioned tasks; coordinate with the Ministry of Science and Technology and relevant agencies to promptly report to the Prime Minister on arising issues beyond its authority./.
