The Department of Population, Ministry of Health presided over and coordinated with the United Nations Population Fund to organize a workshop to disseminate the Commitment to participate in the global family planning program by 2030.

This commitment was announced in the context that the Ministry of Health is studying proposals, policies and solutions for the family planning program in Vietnam in the coming period, when the number of women aged 15 - 49 in Vietnam continues to increase, the demand for quality contraceptive means and services also continues to increase.

Teenage birth rate in Vietnam remains high

According to Deputy Minister of Health Do Xuan Tuyen, in Vietnam, the population increases by nearly 1 million people each year. The number of women of childbearing age (15-49) is about 25 million. The number of women of childbearing age is forecast to continue to increase, and the demand for contraceptives will also continue to increase. Although the quality of family planning services has gradually improved, there are still some shortcomings.

According to the results of the survey on sustainable development goals for children and women in Vietnam 2020 - 2021, the total unmet need for family planning has not decreased but continues to increase, from 6.1% (2014) to 10.2% (2021) in the group of women who are currently married or living together, especially this rate in the group of women who have sex, are currently unmarried or not living together as husband and wife is up to 40.7%.

The birth rate among adolescents (aged 15-19) remains high, nationwide at 42 live births per 1,000 women, highest in the Northern Midlands and Mountains (115) and the Central Highlands (76), where ethnic minorities are concentrated.

Therefore, Deputy Minister Do Xuan Tuyen emphasized that access to family planning and reproductive health services is very important for the health of women and children worldwide , helping to prevent maternal deaths and reduce unwanted pregnancies.

The Party and the State always pay attention to population work and have adjusted policies to suit the context and actual situation in the country and the world. Resolution No. 21-NQ/TW of the 6th Conference of the 12th Party Central Committee on population work in the new situation, which sets the goal of "all women of childbearing age have convenient access to modern contraceptive methods; reduce by 2/3 the number of adolescents and young people with unwanted pregnancies".

Vietnam's participation in the Global Family Planning Program to 2030 (FP2030) will help demonstrate an increasingly deeper and more active role in the global family planning program, demonstrating the policy of our Party and State on actively and proactively integrating with the region and the world.

Family planning is the foundation for achieving gender equality.

Mr. Matt Jackson, UNFPA Representative in Vietnam, also said that the ceremony to announce the National Commitment to participate in the global family planning program by 2030 (FP2030) demonstrates a strong message that reproductive health and the right to choose are central to Vietnam's vision of equitable, inclusive and sustainable development.

International evidence shows that if family planning needs were fully met, unintended pregnancies would fall by 71%, abortions would fall by 70%, and maternal mortality would fall correspondingly.

Family planning is fundamental to achieving gender equality, poverty reduction and sustainable development. This commitment continues to affirm Viet Nam’s pioneering role in putting people – especially young people – at the centre of national development, with the target of significantly reducing maternal mortality and unmet need for family planning by 2030.

Vietnam's national commitment to global family planning by 2030 includes: increasing access to modern contraceptive methods; reducing unwanted pregnancies among adolescents; improving the quality of family planning services; increasing the provision of non-clinical contraceptive methods; increasing the provision of clinical family planning services at commune and district levels; and increasing propaganda and mobilizing people to implement family planning and use contraceptive methods.
