Why is it necessary to locally adjust the route of Bao Loc expressway?

In the pre-feasibility study report, the center line of the section from Km 195+200 to Km 198+200 of Bao Loc - Lien Khuong expressway runs parallel to and is about 50-70m from the outer edge of National Highway 27 avoiding Lien Khuong.

With this route design, a road corridor will be formed between the two routes with a width of about 30m (the corridor regulation for expressways is calculated from the GPMB boundary to each side is 17m, for National Highway 27 is 13m).

However, currently, the expressway project does not calculate the cost of compensation and land acquisition for this road corridor, leading to difficulties in land management and local construction order.

In addition, it will limit the exploitation and use of land for current purposes by people (no construction permit...) and also potentially cause traffic safety problems. Due to the existence of houses in the middle of the two roads, it limits visibility at the residential underpasses.

Compensation for land acquisition and recovery of all road corridor land between two routes will increase land acquisition costs and the compensation mechanism for land acquisition of the entire project will not be consistent (compensation only up to land acquisition stakes).

According to the Department of Transport of Lam Dong province, the feasibility study report is being submitted for appraisal, the center line of the section from Km 195+200 to Km 198+200 of Bao Loc - Lien Khuong expressway runs parallel to and closely follows National Highway 27, with the land acquisition boundary of the expressway coinciding with the foot of the embanked slope and the top of the dug slope of National Highway 27.

With the above plan, there will not be enough land to implement the project to expand National Highway 27. Meanwhile, Project Management Board 8 (Vietnam Road Administration) is preparing a report proposing an investment policy to upgrade the entire National Highway 27.

The Bao Loc - Lien Khuong expressway follows National Highway 27

According to the proposal of the professional agency, the design plan for the section Km 195+200 to Km 198+200 of the Bao Loc - Lien Khuong expressway is to closely follow National Highway 27. This is the basic plan to overlap the land acquisition boundary of the expressway construction project and the National Highway 27 expansion project, to ensure compensation for land acquisition and recovery of all land between National Highway 27 and the expressway.

"Implementing the plan will facilitate land management and local construction order. It will not increase the cost of site clearance due to no compensation for land in the road corridor between the two routes.

According to the provisions of Articles 15 and 16 of the current Road Law, road traffic routes are allowed to overlap road corridors," said the Department of Transport of Lam Dong province.

The completion of Bao Loc – Lien Khuong Expressway will create a smooth traffic system, the Dau Giay – Lien Khuong Expressway.

Lam Dong Province Department of Transport said that the unit discussed and coordinated with Project Management Board 8 to agree on a plan to upgrade National Highway 27 avoiding Lien Khuong (section parallel to the highway) into a level III plain road with a 12m wide roadbed and evenly widening each side about 2m compared to the current road.

Thus, determining the land acquisition boundary of the QL27 expansion project at this section is from the outer edge of the construction, the top of the excavated slope, the foot of the filled slope according to the current status out about 4m (including land for roads according to the regulations in Decree 11/2010, level III roads are 2m + 2m of roadbed expansion).

"Adjusting the route according to this plan does not change the planning goals of the route but is still consistent with the Lam Dong Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister .

At the same time, according to the approved land use plan until 2030 of Duc Trong district, between the expressway (section from Km 195+200 to Km 198+200) and National Highway 27, only traffic land is planned, there is no other land planning, so the local adjustment of the route centerline according to this plan is still suitable," said the leader of the Department of Transport of Lam Dong province.

The Bao Loc - Lien Khuong Expressway Project has been approved for investment by the Lam Dong Provincial People's Council in Resolution No. 151/NQ-HDND dated December 9, 2022. The expressway is approximately 74km long, 17m wide with 4 lanes, and is expected to cost a total investment of VND 19,500 billion. The Prime Minister has assigned the Provincial People's Committee as the competent authority to implement the project investment in the form of public-private partnership (PPP).
