In section II.2. Promoting socialist democracy, the people's mastery, the strength of the great national unity bloc; innovating the content and methods, improving the quality and effectiveness of the activities of the Fatherland Front and socio- political organizations; in the second part "Orientations, tasks and solutions for the 2025 - 2030 term", Mr. Nguyen Thanh Hoai proposed to adjust the sentence: "Taking care of building a comprehensively developed young generation... with the will and aspiration to rise up" to "Taking care of comprehensive education of the young generation is an important task, aiming to form a model of Hue city youth with revolutionary ideals, good moral qualities, cultural lifestyle, patriotism, national pride, responsibility to society, and the will and aspiration to rise up".

At the same time, adjust the sentence: "Promoting the spirit of initiative, creativity and responsibility of young people in building and developing the city" to "Pioneering in work and study; creativity in scientific research; preserving and promoting Hue's cultural identity, Hue people and not being afraid to take on new and difficult tasks to practice, contribute and mature".

According to Mr. Nguyen Thanh Hoai, such changes are because the Vietnamese people are entering a period of strong transformation, affirming their position in a turbulent world context. In that journey, the youth are not only the successor force but also the decisive factor in the future of the country. Therefore, the work of comprehensively caring for the young generation is extremely important, especially focusing on political ideology, ethics and lifestyle education.

Mr. Nguyen Thanh Hoai also represented the young generation of the city to send his wishes to the congress: “As a young party member, I hope that in the coming time, the party committees and the city government will continue to create the most favorable conditions for the young generation to practice and contribute. At the same time, we will always listen to the opinions and recommendations of union members, youth, and teenagers, boldly assigning the young generation more important and difficult tasks to strongly promote the strength, enthusiasm and intelligence of the future generation in building and developing the city and the country. For union members and youth, I have a short message for you: “Be responsible first of all for yourself, from there strive to improve yourself and contribute to the community, to the development of your homeland and country”.
