Responding to landslide risks when Tuyen Quang and Thac Ba hydropower plants stop releasing floodwaters

Monitoring data shows that at 3:00 p.m. on August 21, the upstream water level of Tuyen Quang Lake was at 107.64m; the inflow to the lake was 734m3 /s, the discharge was 1,232m3 /s. The upstream water level of Thac Ba Lake was at 56.93m, the inflow to the lake was 465m3 /s, the discharge was 448m3 /s.

Implementing the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg of the Prime Minister, on the evening of August 21, the Minister of Agriculture and Rural Development issued a telegram, ordering the Director of Tuyen Quang Hydropower Company and the Director of Thac Ba Hydropower Joint Stock Company to operate the spillways.

Accordingly, the Ministry of Agriculture and Rural Development proposed to close 1 bottom spillway gate of Tuyen Quang Hydropower Reservoir at 6:00 p.m. on August 21, 2024; close 2 surface spillway gates of Thac Ba Hydropower Reservoir at 6:00 p.m. on August 21, 2024.

The two hydropower enterprises closely monitor the developments of floods and rains, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir, and promptly report to the Ministry of Agriculture and Rural Development and relevant agencies according to regulations.

Also in the evening of the same day, the Ministry of Agriculture and Rural Development sent an official dispatch to 5 provinces and cities including Vinh Phuc , Phu Tho, Yen Bai, Tuyen Quang and Hanoi requesting the implementation of measures to ensure safety for downstream areas when operating hydroelectric reservoirs in the Red River basin.

The key task in the coming hours is to focus on informing authorities at all levels and people living and doing business along the rivers about the operation of hydroelectric reservoirs so that they can proactively respond, especially to the risk of landslides.
