Respond promptly to heavy rain

Due to the unusual changes in weather, in the first 6 months of 2025, Son La province experienced many large-scale heavy rains, affecting people's lives and production. According to forecasts, the peak months of the rainy season will have many heavy rains causing flash floods, landslides. Therefore, all levels and sectors are focusing on implementing measures, responding, and minimizing the impact and damage caused by heavy rains.

Forecasters from Son La Province's Hydrometeorological Station monitor weather developments.

The rainy season in Son La province usually starts in May and ends in October every year. But this year's rainy season started quite early, in February and March. Some communes recorded heavy rainfall, such as: Muong La, Quynh Nhai, Van Ho and To Hieu and Moc Chau wards... Heavy rain caused local flooding in some low-lying areas, such as the Passenger Bus Intersection area, Vincom area in To Hieu ward; Phieng Nghe village, Chieng An ward. In addition, heavy rain also caused landslides in high mountainous areas, vulnerable areas in Muong Sai commune and km 80+300 on National Highway 279D in Muong Bu commune... significantly affecting people's lives and production.

To proactively carry out disaster prevention and control this year, the province directed the consolidation and strengthening of the Civil Defense Command Committee at all levels with 33 members at the provincial level and over 5,000 members at the commune and village levels; reviewed and developed coordination regulations and disaster prevention and control action plans in accordance with actual requirements.

Currently, the province has 111 reservoirs, 132 dams and 2,405 irrigation works. Of these, 86 are large reservoirs with dams over 5m high or total capacity of 50,000 m³ or more. Son La Irrigation Works Management and Exploitation Company Limited coordinates with relevant agencies, units and local authorities to implement plans to protect dams and reservoirs. Using the management and exploitation budget, in 2025, the Company will balance the repair of 61 works, with a cost of about 24.5 billion VND. 13 works have been repaired and put into operation. At the same time, proactively develop response plans in case of construction incidents during rain and floods.

Forecasting and early warning are top priorities. The province has 114 meteorological stations, 45 automatic rain gauges, 5 manual water level gauges, and flood warning stations, ensuring close monitoring of weather developments, timely warnings, and forecasts of dangerous weather phenomena. Forecasts and warnings are issued 24-48 hours before extreme weather events occur, serving disaster prevention for localities in the area under their management. Forecasts and warnings are broadcast on radio and television promptly and fully; at the same time, they are sent to members of the Provincial Civil Defense Command and localities in the province to serve the direction and operation of disaster response.

Mr. Nguyen Van Nguyen, Director of Son La Hydrometeorological Station, said: Son La Hydrometeorological Station has deployed forces on duty 24/7 to collect data on weather, forecast rainfall and areas at risk of landslides. From the information collected, we issue warning bulletins on digital platforms and applications such as Zalo to bring information to localities and people as quickly as possible, helping localities proactively take timely and effective response measures to heavy rains.

Improving the ability to recognize signs of landslides, flash floods, and inundation for people is always a concern of localities. In particular, focusing on instructing the community to recognize signs of landslides and flash floods, and moving people out of areas at high risk of landslides. Localities have reviewed and arranged resettlement sites, and urgently stabilized people's lives after carrying out urgent evacuation from dangerous areas.

Mr. Le Xuan Hung, Deputy Head of the Department of Irrigation and Water Resources, said: We consulted with the Department of Agriculture and Environment to propose to the Provincial People's Committee to review the areas that often experience flooding during heavy rains, deploy plans to clear the drainage system, and promptly handle flooded areas.

As one of the localities in the Hoa Binh hydroelectric reservoir area, with complex terrain and steep slopes, Tuong Ha commune has reviewed the areas at risk of landslides, flash floods, and flash floods when there is heavy rain and key traffic routes and routes, and has a response plan. Ms. Hoang Thi Hong, Chairman of the People's Committee of Tuong Ha commune, informed: Immediately after the two-level government came into operation, the commune urgently completed the commune's Civil Defense Command Committee, assigning specific tasks to each member. At the same time, review key routes when natural disasters occur that can isolate some villages to proactively overcome them. In addition to the steep slope, Tuong Ha commune also has a water surface area of ​​about 600 hectares in the Hoa Binh hydroelectric reservoir, people take advantage of this to raise over 200 fish cages. Therefore, the commune directed the villages to regularly inform about weather forecasts, especially forecasts of heavy rain leading to high flood waters carrying mud and soil, so that people could quickly move fish cages to a safe place.

Proactively implementing measures to respond to heavy rains is being actively deployed and implemented by all levels and sectors in the province, aiming to limit damage to people and property, helping people feel secure in developing the economy and stabilizing their lives.
