Provincial People's Committee gives opinions on the progress of LNG power plant project and housing development projects

On the afternoon of July 23, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to reports on the progress of the LNG power plant project and the progress of key projects on commercial housing development and social housing projects (in the old Thai Binh city area). The meeting was attended by leaders of a number of relevant departments, branches and localities.

According to the report of the Department of Finance, the LNG power plant project has a capacity of 1,500 MW, the land and water surface area used is about 269.43 hectares, with a total investment of more than 47,000 billion VND. Up to now, many important tasks have been implemented by the provincial authorities and investors according to plan. Some important procedures such as the feasibility study report, environmental impact assessment, 1/500 planning adjustment and construction drawing design have been basically completed or are in the appraisal stage. Particularly for land acquisition, compensation and site clearance, up to now, about 2.2 hectares/57 hectares of onshore land have been paid; the remaining land including aquaculture land, 5% land, traffic land, residential land... are being urgently counted, verified for origin, and the compensation plan dossier is completed.

At the meeting, leaders of the Department of Construction reported on the progress of key projects on developing commercial housing and social housing in the old Thai Binh city area. In particular,   3 projects are being implemented   focus on commercial housing development, including: Dong Hoa commune residential area; new urban area in Tan Binh commune and Tien Phong ward; Kien Giang new urban area. Up to now, Dong Hoa commune residential area project has cleared more than 80% of agricultural land area, relocated most of the graves and is completing the compensation plan for the remaining area. Investment procedures such as environmental impact assessment, feasibility study report are basically completed. The new urban area project in Tan Binh commune and Tien Phong ward has basically completed clearing agricultural land (reaching nearly 99%); the relocation of enterprises in Phong Phu industrial cluster and waste treatment at Tien Phong waste treatment plant still face many difficulties in terms of mechanism and funding... Kien Giang new urban area project is implementing site clearance and preparing a feasibility study report; currently, hundreds of households agree to reclaim land ahead of schedule; resettlement area in Lac Chinh village is being implemented.

Regarding social housing projects, in the old Thai Binh city, there are currently 3 projects that have been approved for investment, with a total scale of nearly 3.5 hectares, expected to build 7 high-rise buildings, providing more than 1,500 apartments. Investors are actively completing legal procedures, design, land... to ensure conditions for starting construction in August 2025. In addition, 5 social housing land plots belonging to the 20% land fund of commercial housing projects have also been planned and arranged according to regulations.

At the meeting, opinions focused on analyzing existing problems and difficulties; proposing solutions to remove difficulties in the process of implementing projects.

Concluding the meeting, Mr. Nguyen Quang Hung, Standing Vice Chairman of the Provincial People's Committee, acknowledged the efforts of departments, branches, localities and investors in implementing projects in recent times. Regarding the LNG power plant project, he requested departments, branches and investors to focus on site clearance and timely   Remove difficulties and obstacles to promptly hand over the site to investors .   The Economic Zone Management Board presides over and coordinates with the Department of Finance and other departments and branches.   related to completing procedures, ensuring conditions for construction commencement in September 2025.

For social housing and commercial housing projects, comrade   Permanent Vice Chairman of Provincial People's Committee   Request to focus on thoroughly handling existing problems, especially verifying land origin, site clearance, land allocation and document appraisal. The Department of Construction continues to urge and guide investors to implement on schedule; advise and propose special mechanisms if problems arise beyond its authority. He requested to urgently complete legal procedures for projects eligible to start construction in the third quarter of 2025, especially regarding land, environment, fire prevention and fighting and construction permits. Local authorities where projects are implemented proactively coordinate with the Land Fund Development Center No. 2 of Hung Yen province, relevant units and project investors to strengthen propaganda and create consensus among the people.
