A difficult term
During the 2020-2025 term, Vi Xuyen commune faced many difficulties and challenges. The prolonged COVID-19 pandemic has had a profound impact on all aspects of people's lives, production and activities. Natural disasters, unusual rains and floods, and escalating material prices have caused many obstacles to investment, basic construction, agricultural production and trade activities. In particular, the process of merging administrative units between three localities including Dao Duc commune, Nong Truong Viet Lam town and Vi Xuyen town has also posed many challenges in organizing, operating and stabilizing people's ideology.
However, with innovative thinking, the spirit of overcoming difficulties, and the consensus between the Party's will and the people's will, the Party Committee, government, and people of Vi Xuyen commune have achieved important and comprehensive results in all fields. Of the 26 targets set out in the Resolution of the previous term, 24 targets were achieved and exceeded the plan.

In terms of economy, the GRDP of the whole commune has increased steadily over the years, the average income per capita reached over 55 million VND/year, a significant increase compared to the beginning of the term. Agriculture continues to affirm its fundamental role with many models of agricultural commodity production being formed. Typical examples include the model of growing vegetables in greenhouses in Tan Duc village, growing high-quality rice in Tan Tien, Tan Duc, Hop Thanh, Doc Lap villages with a total area of 210 hectares, yielding 65 quintals/ha, output reaching 1,360 tons, and harvest value reaching over 16.3 billion VND. VietGAP tea trees with a harvest area of nearly 160 hectares, dry tea bud output reaching over 1,400 tons, bringing in a revenue of 28 billion VND. The association of growing squash and cucumber in groups 11 and 12 of Viet Lam has initially brought about results. There are 5 typical agricultural products that have been recognized as OCOP at the provincial level, opening up great opportunities for building local agricultural product brands. Of which, the broom products of Viet Thanh Cooperative are exported to European countries each year with over 2 million products, earning over 40 billion VND in revenue, creating regular jobs for more than 100 rural workers.
Along with that, the commune has disbursed over 6.8 billion VND to effectively implement three national target programs, focusing on supporting infrastructure, livelihoods, sustainable poverty reduction and housing for people. In 5 years, 138 concrete roads with a total length of over 61 km have been renovated, and mobilizing social resources to renovate 2 bridges in My village and Lang Ma village, thereby expanding the connection between residential areas and production areas.
The national target program on poverty reduction has been organized and implemented effectively, with the participation of organizations and businesses and the efforts of the people to escape poverty. The housing support program has been implemented vigorously, completing the construction of 73 solid houses for people with meritorious services, poor households and disadvantaged veterans. The rate of poor and near-poor households has decreased from 21.9% to 7.25%. The average income per capita will reach 55.3 million VND in 2024.
The whole commune has 92 party cells and affiliated party committees, with more than 2,200 party members. The model of "4-good party cells" and "4-good grassroots party committees" continues to be effectively implemented, improving the leadership capacity and fighting strength of the Party organization. Party member development work exceeded the term target by 200%, showing that the work of creating resources is of interest, especially among young people and ethnic minorities. The activities of the Fatherland Front Committee and socio-political organizations have many innovations, the operation of the two-level local government has achieved initial results, increasing people's trust.

These outstanding achievements are not only the result of a difficult term, but also vivid evidence of the spirit of daring to think, daring to do, high political consensus and strong determination to act of the entire political system of Vi Xuyen commune; creating a solid foundation for the next stage.
Comprehensive development leadership
Entering the 2025-2030 term, Vi Xuyen commune is facing the requirement of comprehensive development in the new context. After the merger, Vi Xuyen commune has a natural area of over 80 km2, a population of nearly 24,000 people. The commune center stretches along National Highway 2, the backbone traffic route connecting the provincial center with Thanh Thuy international border gate and highland communes, facilitating trade, regional connectivity, infrastructure development and investment attraction. The merger of three localities including Vi Xuyen town, Viet Lam town and Dao Duc commune is not only the accumulation of administrative boundaries, but also the convergence of individual advantages, creating a more colorful, comprehensive and potential overall development picture.
In that spirit, the Congress clearly defined the consistent action motto: Building a clean and strong Party is the key; economic development is the center. The Congress identified breakthroughs: Improving the leadership capacity of the Party Committee, developing high-quality human resources; building a team of leaders and managers with sufficient qualities, abilities, and prestige to meet the requirements of the task. Promoting the application of information technology, improving the efficiency and effectiveness of State management in all fields. Promoting digital transformation, applying science and technology in agricultural production; synchronously building infrastructure for green, clean, and beautiful urban commune centers; developing rural transport.

In the new term, Vi Xuyen focuses on developing the regional economy clearly. The North has the advantage of developing commodity agriculture with vegetable and fruit growing areas, household garden economy. The South has the advantage of developing trade and services. The bustling commune center with a relatively complete urban infrastructure system, well-organized streets, markets, administrative and commercial services is a great opportunity to develop a modern and civilized urban area. The combination of agricultural strengths, cooperative economy, services and urban areas creates a large and diverse development space. This is the space for Vi Xuyen commune to develop comprehensively.
Regarding the vision to 2030, the commune strives for a total product value (GRDP) of over 1,480 billion VND; state budget revenue in the area of 12 billion VND; average income per capita of over 60 million VND/year; 100% of rural roads are paved; the poverty rate is reduced to below 1%; the annual party membership rate is 3% or more.
To realize that vision, right after the congress, the Party Committee of the commune will develop an action program with many synchronous solutions. First of all, it is necessary to improve the leadership capacity and fighting strength of the Party Committee. Cadres and party members must be exemplary, responsible, close to the grassroots, close to the people and for the people. The innovation of the content and methods of Party cell activities, promoting the effectiveness of the models of "4 good Party cells" and "4 good grassroots Party committees" continues to be the key tasks. The commune government will be improved in the direction of streamlining, effectiveness and efficiency.
The commune continues to promote administrative reform; breakthroughs in science and technology development, innovation and national digital transformation according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo. Closely combine administrative reform with digital government development, implementing administrative procedures in the electronic environment. 100% of online public services eligible for level 4 are provided on various access devices. The level of satisfaction with handling administrative procedures in the fields of land, construction and investment reaches at least 90%.
With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Party Committee, government and people of Vi Xuyen commune are determined to build and develop the commune to become a typical commune in all areas of economic, cultural and social development, entering a new era - an era of striving for strong development and prosperity of the nation.

Entering the new term in the context of administrative boundary merger, the biggest challenge for Vi Xuyen is to stabilize the organization, ensuring the smooth and effective operation of the two-level government. We determined that in order for the Party's resolution to come into life, we must strongly shift from administrative thinking to service action - taking people and businesses as the center. The commune Party Committee continues to lead the promotion of the application of information technology in management, synchronously implement administrative reforms, promote comprehensive digital transformation, along with clear and transparent decentralization so that all tasks have specific responsibilities. The work of inspection and supervision of public services, especially at the Public Administration Service Center, will be strengthened to ensure discipline, publicity and efficiency. We determined that building a friendly, creative, active and honest government is the bridge to bring the Party's resolution deeply into life, arousing trust and consensus among the people.

In order to concretize and put the Resolution of the 1st Congress of the Party Committee of Vi Xuyen commune, term 2025 - 2030 into life, the Vietnam Fatherland Front Committee and its member organizations will actively innovate the content and methods of operation. The focus is on strengthening propaganda and mobilizing patriotic emulation movements in many flexible forms, applying digital technology; focusing on monitoring and social criticism to contribute to building a strong Party and government; focusing on training a contingent of Front officials with mettle, capacity, close to the people, and close to the grassroots. At the same time, many effective models are replicated, promoting the role of the people as the main subject in building the great national unity bloc. In the new term, the Party Committee of the commune focuses on discovering and nurturing young local human resources, creating a seamless succession between generations. For us - those who are directly involved in the grassroots, the greatest expectation is that the Resolution of the 1st Vi Xuyen Commune Party Congress, term 2025 - 2030, will truly come into life, creating a clear change in people's lives. The Party cell hopes that this Congress will clearly identify key tasks and breakthroughs that are close to the practical situation, promote the role of the Party organization at the grassroots level, and create motivation for cadres, Party members and people to join in.
