The ceremony was televised and broadcast live on the province's mass media and directly connected to the political and administrative centers of 124 newly arranged communes and wards across the province with nearly 21,000 delegates attending.
Attending the ceremony were: Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army. Members of the Party Central Committee: Lieutenant General Nguyen Quang Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army; Nguyen Dac Vinh, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Culture and Society; Hau A Lenh, Secretary of the Ha Giang Provincial Party Committee; Ha Thi Nga, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tuyen Quang Province.
At the ceremony, Lieutenant General Nguyen Quang Ngoc, member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army, announced the Resolution of the National Assembly on the establishment of Tuyen Quang province; Resolution of the National Assembly and the National Assembly Standing Committee on ending district-level activities and establishing communes and wards in Tuyen Quang province.
According to the Resolution, the entire natural area and population of Ha Giang and Tuyen Quang provinces will be arranged into a new province called Tuyen Quang province. After the arrangement, Tuyen Quang province has a natural area of 13,795.50 km 2 , a population of 1,865,270 people, and the whole province has 124 commune-level administrative units, including 117 communes and 7 wards. The new administrative unit will officially come into operation from July 1, 2025.
Lieutenant General Nguyen Quang Ngoc also announced the Politburo's decisions on: establishing the Tuyen Quang Provincial Party Committee; appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Tuyen Quang Provincial Party Committee for the 2020-2025 term.
According to the Politburo's Decision, Comrade Hau A Lenh was appointed to hold the position of Secretary of the Tuyen Quang Provincial Party Committee for the 2020-2025 term. Comrades: Le Thi Kim Dung holds the position of Standing Deputy Secretary of the Provincial Party Committee; Nguyen Van Son holds the position of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc holds the position of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ma The Hong holds the position of Deputy Secretary of the Provincial Party Committee; Tran Quang Minh holds the position of Chairman of the Inspection Committee of the Tuyen Quang Provincial Party Committee; Comrade Ly Thi Lan holds the position of Head of the Provincial National Assembly Delegation; Comrade Ha Trung Kien holds the position of Chairman of the Vietnam Fatherland Front Committee of Tuyen Quang Province.
The ceremony also announced the decision of the Secretariat appointing the Inspection Committee, Chairman and Vice Chairmen of the Inspection Committee of Tuyen Quang province; Resolution of the National Assembly Standing Committee on appointing the Chairman and Vice Chairman of the People's Council; Heads of the Provincial People's Council Committees; Head and Deputy Head of the National Assembly Delegation of Tuyen Quang province. Announced the Decision of the Prime Minister on appointing the Chairman and Vice Chairman of the People's Committee of Tuyen Quang province and the Decision of the Central Committee of the Vietnam Fatherland Front to establish the Vietnam Fatherland Front Committee of Tuyen Quang province.
Also at the ceremony, Tuyen Quang Provincial Party Committee announced Resolutions and Decisions of Tuyen Quang province on merging communes and wards.
Speaking at the announcement ceremony, Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee and Director of the General Department of Politics of the Vietnam People's Army, warmly congratulated the Party Committee, government, army and people of all ethnic groups in Tuyen Quang and Ha Giang provinces on officially entering a new stage of development, with great confidence, spirit and expectations.
He emphasized that the merger of Tuyen Quang and Ha Giang provinces to form the new Tuyen Quang province has been carefully studied and evaluated in many aspects to rationally organize administrative units, in accordance with reality and development trends, while ensuring the historical factors of the two provinces; creating conditions for regional linkage, expanding development space, consolidating and strengthening national defense and security, contributing to promoting potential, advantages, and all resources to promote socio-economic development, and improving people's lives.
To effectively promote the new model, the Party Central Committee, the Politburo, and the Secretariat require the Party Committee, government, and people of all ethnic groups in Tuyen Quang province to continue to promote the tradition of the revolutionary land, unite, strive to overcome difficulties, quickly stabilize, and achieve the highest results in implementing the identified goals and tasks.
Continue to thoroughly grasp, deploy, and widely inform the policies of the Central and the province on the organization and apparatus of the political system, ensuring unity, consensus, high determination, and great efforts in the process of deployment and implementation, creating a wide spread and high consensus in society, especially in remote areas and ethnic minority areas. Maintain political stability, care for the development of education, training, and socio-culture, ensure national defense, security, and social order and safety.
Senior Lieutenant General Trinh Van Quyet requested that after the announcement ceremony of the decisions today, Tuyen Quang province must immediately stabilize its organizational structure and deploy work according to the new model and organization. From July 1, all work under the authority of the two levels (province and commune) must be carried out smoothly, without delay or omission, with the spirit of serving the people and businesses better; maintaining the image and style of officials "from serving the administration to serving the people".
Tuyen Quang province must closely follow the documents of the Central Government and local practices, proactively coordinate to develop timely programs and action plans; urgently review, revise, supplement, and develop working regulations, programs, and plans, ensuring that the major policies and strategic orientations of the Central Government are put into practice.
Tuyen Quang closely follows the practical situation, builds a master plan for the new Tuyen Quang province in a systematic, scientific, long-term vision, closely connecting the mountainous-midland-border-plain areas and other localities. Carefully prepare and successfully organize party congresses at all levels, especially the new Tuyen Quang Provincial Party Congress for the 2025-2030 term, ensuring progress, quality and political orientation.
Speaking at the ceremony, Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Tuyen Quang Provincial Party Committee affirmed that the merger of Tuyen Quang and Ha Giang provinces into a new province is a strategic decision of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, and the Government, aiming to optimize resources, streamline the apparatus and improve the effectiveness of state management, in line with the requirements of rapid and sustainable development of the country; contributing to expanding development space, building a more compact, transparent and dynamic apparatus, bringing the government closer to the people, and at the same time improving the quality of service to the people.
He suggested that, immediately after today, Party committees, Party organizations, agencies and units in the whole province need to urgently and seriously lead, direct and operate the implementation of promoting information and propaganda work, in order to unify awareness among cadres, Party members and people about the activities of merging provincial-level administrative units and rearranging commune-level administrative units.
Quickly review and systematize legal documents, ensuring consistency and conformity with administrative boundaries and new organizational structures. Promote administrative reform and resolve procedures for people in the direction of simplifying administrative procedures, ensuring no inconvenience or congestion for people and businesses, especially issues related to public assets and administrative records of people and businesses.
With the glorious revolutionary tradition of the homeland, the Resistance Capital, the northernmost frontier of the Fatherland, where Uncle Ho and the Party Central Committee lived and worked during the resistance years, the solidarity, unity, efforts and determination of all cadres, party members and people of all ethnic groups, the new Tuyen Quang province will steadily develop, achieve even greater achievements, become a province rich in economy, stable in politics, strong in national defense, security, and prosperous in culture and society, contributing to creating the foundation for the process of entering the era of national development, in the cause of building and protecting the prosperous and happy socialist Fatherland of Vietnam.
After the announcement ceremony, Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army, and the working delegation visited and presented gifts to the People's Committee of Nong Tien Ward, Tuyen Quang Province, and inspected the activities of the ward's Public Administration Center.
