Widely disseminated for people to register
Mr. Tran Lap (75 years old, residing in Quarter 4, Trang Dai Ward) said: Recently, he went to Trang Dai Ward People's Committee to register for social pension benefits with a benefit of 500,000 VND/month and a free health insurance card. He was enthusiastically guided by ward officials and civil servants to complete the application procedures very quickly and securely. In less than 10 days, he received the settlement results from the ward. Currently, all of his application procedures have been completed and he is waiting with peace of mind to receive the July 2025 allowance.
Ms. Duong Kim Truc, Deputy Head of the Department of Culture and Society of Trang Dai Ward, said: After the regulation took effect, the ward quickly developed and implemented the plan and sent notices to the neighborhoods to propagate and widely disseminate so that people could understand and participate in registration. After that, the ward carefully reviewed the cases eligible for the policy but had not yet registered, to proactively make a list and coordinate with the neighborhood to invite people to come and provide enthusiastic guidance and support.
Thanks to that, the registration of social pension benefits and the issuance of free health insurance cards for people in Trang Dai ward have been implemented methodically and promptly. Up to now, the People's Committee of Trang Dai ward has issued decisions for more than 300 cases to receive social pension benefits and free health insurance cards.
Similarly, Mr. Tran Duy Hau, Deputy Director of the Binh Loc Ward Public Administration Service Center, said: In the past, Binh Loc Ward has actively implemented notifications to the people; at the same time, the ward's officials and civil servants have coordinated with the elderly association to carefully review and select subjects to avoid duplication with people who have received other policies and regimes (such as pensions...). Up to this point, Binh Loc Ward People's Committee has received and processed 196 people who came to register for procedures to receive social pension benefits at a rate of 500,000 VND/month and were granted free health insurance cards.

“Currently, there are still people in the area who are entitled to benefits and policies, but they have not yet registered to complete the paperwork because they are busy with family matters or are sick. Therefore, we will continue to pay attention, receive and resolve the issues for them in the coming time,” said Mr. Tran Duy Hau.
“Previously, I worked at a number of construction companies in Ho Chi Minh City. My work was often interrupted, so I was not eligible for a pension… Now, the Party and the State pay more attention to the elderly like us and have a very practical social pension policy, helping the elderly have better living conditions, becoming a spiritual motivation for us to live happily and healthily with our children and grandchildren,” said Mr. Tran Lap (75 years old, residing in Quarter 4, Trang Dai Ward).
Improve the quality of life of the elderly
Not only people aged 75 and over do not receive monthly pensions or social insurance benefits, the 2024 Social Insurance Law also applies to people aged 70 to under 75 who are from poor households or near-poor households and do not receive monthly pensions or social insurance benefits.
Lawyer Tran Cao Dai Ky Quan, Vice Chairman of the Dong Nai Provincial Bar Association, said: The content of the 2024 Social Insurance Law is not only a new regulation, but also a step forward with many practical social meanings. There are people who, for many subjective and objective reasons, have not been able to accumulate a "savings" to ensure a minimum living standard when they retire. The newly issued social pension policy ensures that "no one is left behind". Although the subsidy amount may not be large, it will promptly solve the immediate minimum needs of people in disadvantaged groups, bringing stability and invaluable spiritual comfort to the elderly, helping them feel cared for and respected by society, helping them to be more proactive in health care, improving their quality of life.
Furthermore, people aged 75-80 years old have largely declined in health and therefore need medical care. At that age, very few people are still able to do heavy work, create material wealth, and most of them rely on the help of their children or the community, and some cannot even take care of themselves. Therefore, without a stable source of income, they will have many difficulties in ensuring a minimum standard of living and taking care of their health in old age.
“From a legal and human perspective, I appreciate the new social pension policy. This is not only a regulation, but also a commitment to social security in line with international commitments and standards in Vietnam's integration process,” said lawyer Tran Cao Dai Ky Quan.
