Implementing guidelines for developing socio-economic indicators to serve the development of documents for Party Congresses at provincial and communal levels (new)

On June 24, the Ministry of Finance held a conference to deploy and guide the development of socio-economic indicators (SEI) to serve the development of documents for the Party Congresses at the provincial and commune levels (new). Comrade Nguyen Thi Bich Ngoc, Deputy Minister of Finance chaired the conference. Attending at the Hoa Binh provincial bridge were Comrade Dinh Cong Su, Vice Chairman of the Provincial People's Committee and representatives of departments, branches, and commune levels (new) in the province.

Implementing the direction of the Central Government and the guidance of ministries and branches, at this time, localities in the province urgently deploy the development of a system of socio-economic indicators to serve the development of draft documents to submit to the new term Provincial and Commune Party Congresses. The development of indicators is required to closely follow the practical situation, in accordance with the potential and advantages of the locality; at the same time, clearly demonstrate the goal of sustainable and comprehensive development, ensure feasibility, have forecasting, aiming to improve the quality of people's lives, develop socio-economic quickly and sustainably.

The oriented indicators include: GRDP growth; per capita income; economic structure; poverty rate; administrative reform index; health, education, culture, social security, environment and digital transformation indicators... In addition, the requirement is to update the major orientations in the Provincial Planning for the period 2021 - 2030, with a vision to 2050, in conjunction with the Socio-Economic Development Strategy of the whole country and the region.

At the conference, the leaders of the General Statistics Office introduced an overview of the development of a system of indicators to serve the Party Congresses at the provincial and communal levels for the 2025-2030 term. Economic indicators: content and method of calculating the gross regional domestic product (GRDP); instructions on the content and method of calculating the proportion of added value of the digital economy in GRDP; instructions on compiling indicators of the growth rate of total product value at the communal level. Social indicators: introducing the content and method of calculating the human development index (HDI); method of calculating per capita income.

Concluding the conference, the leaders of the Ministry of Finance affirmed the importance of unifying the understanding and application of socio-economic indicators, ensuring the accuracy and reliability of data serving the development of documents for Party Congresses at all levels. The conference is an important step to equip knowledge and methods for all levels, sectors and localities in building a scientific system of socio-economic indicators, creating a solid foundation for planning and implementing development policies in the coming term. This is an important preparatory step, serving as a basis for building quality political documents, close to reality, serving the successful organization of Party Congresses at all levels in the new term.
