The Chairman of the Ho Chi Minh City People's Committee requested the Department of Agriculture and Environment (DARD) to inspect and supervise waste treatment facilities, especially odor control at domestic solid waste treatment areas. At the same time, it is required to take the lead in assessing and classifying environmental incidents in the area, advising on appropriate treatment plans, ensuring safety for the environment and public health.

The Department of Construction is assigned to preside over inspections and handling of violations related to illegal construction in wastewater collection areas, canal banks, and river banks; review drainage routes and tidal barriers, promptly detect risks of landslides and dike breaks to proactively respond.

The People's Committees of communes, wards and special zones must coordinate to provide information and receive feedback from people about the bad smell from the Da Phuoc Waste Treatment Complex and Cemetery, Binh Chanh District (now the communes: Vinh Loc, Tan Vinh Loc, Binh Loi, Tan Nhut, Binh Chanh, Hung Long, Binh Hung) and the Northwest Waste Treatment Complex, Cu Chi District (now the communes: Cu Chi, Tan An Hoi, Thai My, An Nhon Tay, Nhuan Duc, Phu Hoa Dong, Binh My); synthesize and promptly transfer information to the Department of Natural Resources and Environment and related units for handling.

Ho Chi Minh City enters the rainy season, which lasts from May to November every year, posing many potential risks of environmental incidents, requiring proactiveness and close coordination of sectors and localities.
