Ho Chi Minh City is ready to operate a two-level local government model.

From July 1, 2025, Ho Chi Minh City (new) - after the arrangement of Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau provinces, officially operates a 2-level local government model. This is a historical milestone of the "revolution" of organizational reform, aiming to build a modern, effective, people-friendly administration, serving the people and businesses best.

To prepare for the historic event, 168 wards, communes, and special economic zones in Ho Chi Minh City (new) have urgently prepared in all aspects. At the commune-level administrative units - from urban to rural areas and islands, the preparation atmosphere is taking place urgently, from training on the use of shared systems, piloting the 2-level local government model to completing the infrastructure. Localities are also "changing new clothes" for the Public Administration Service Centers to best serve the people and businesses.

The new Ho Chi Minh City Public Administration Service Center (facility No. 4 Nguyen Tat Thanh, Ba Ria Ward) is ready to serve people, businesses and organizations to carry out administrative procedures.
