On the morning of June 30, in communes and wards in Ho Chi Minh City, the ceremony to announce resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, and wards was held solemnly, following proper protocol, but still filled with an atmosphere of excitement and pride among the city's cadres and people.
At the headquarters of the People's Committee of Phu Nhuan Ward, from early morning, cadres, civil servants and public employees were present in full to attend the ceremony. The bright smiles and eyes full of expectation were vivid proof of the readiness of the grassroots government apparatus before the important turning point of the city and the country.
Ms. Tran Thi Mai Ly, Standing Deputy Secretary of the Phu Nhuan Ward Party Committee, shared: “The spirit of cadres and civil servants is very excited. The Public Administration Service Center is also ready to serve the people. This is a very meaningful moment, affirming the determination to build a streamlined government apparatus that operates effectively, efficiently, and is closer to the people and for the people.”
According to the reporter's records, in Phu Nhuan ward and many other localities, preparations for the operation of the two-level government have been carefully carried out. Units have deployed the construction of official Fanpages and Zalo groups, and promoted propaganda so that people clearly understand the policy, purpose, and significance of merging administrative units and establishing a two-level government organization. At the same time, the personnel apparatus has been strengthened, facilities have been invested in and upgraded, and the information technology system has been carefully prepared, ready for the operation of the two-level government.
In particular, the application of information technology in management and operation has achieved positive results. After two trials conducted by Ho Chi Minh City, the system operated smoothly, and documents from the city to the wards were transmitted promptly and accurately. The online meeting system between the City Party Committee, the City People's Committee and localities operated stably, facilitating direction and operation.
"All officers and civil servants are proficient in their operations, and everything is ready to serve the people from July 1," Ms. Ly affirmed.
With a team of more than 200 officials and civil servants, Phu Nhuan ward has fully prepared the conditions to officially operate a two-level government, contributing to the overall success of Ho Chi Minh City.
Not only the cadres, civil servants and public employees, but also the people of Ho Chi Minh City expressed their agreement and trust in the two-tier government model. Mr. Mai Tan Kha, a long-time resident of Xuan Hoa ward, expressed: “When I first heard about the wards merging, I was a bit worried. But after careful research, I found this to be a necessary action, bringing many long-term benefits to the people. I really look forward to positive changes from the two-tier government model.”
Similarly, Ms. Nguyen Thu Huong, Ban Co Ward, excitedly said: “Merging wards is a very necessary task. This is an opportunity to innovate the government apparatus, helping the apparatus become modern, streamlined, serving people more quickly and conveniently, especially in administrative procedures related to paperwork”.
In the Ho Chi Minh City Police force, the atmosphere of excitement also spread throughout the units. As the core force in maintaining security and order, ensuring safety for the process of converting to a two-level government model, officers and soldiers of the City Police proactively developed plans to ensure absolute safety for this important event, while closely coordinating with local authorities to support people when necessary.
Major General Mai Hoang, Director of Ho Chi Minh City Police, said that the city is entering a strategic transition period to maintain its position as the national economic locomotive and reach regional levels. The task of ensuring security and order in the process of implementing the 2-level local government model poses high requirements, requiring the proactiveness and determination of the police force. From the above situation, the Director of the City Police requested the comrades in the Board of Directors of the City Police, the Chiefs of Police of units and localities under the City Police to thoroughly grasp and implement the tasks that need to be done immediately, the immediate and strategic tasks.
Accordingly, the Chief of Police of units and localities under the City Police must ensure smooth and uninterrupted operations from July 1, 2025; clearly affirm the exemplary and pioneering role of the Police force; ensure smooth and uninterrupted leadership and management. Urgently review and clearly assign tasks, tasks, and authorities; promptly detect and remove difficulties and obstacles; strengthen internal solidarity, tighten discipline, discipline, compliance with etiquette and conduct, and public ethics of officers and soldiers, especially those in direct contact with the people. The Chief of Police at the commune, Special Zone, and Police Station levels must clearly demonstrate their pioneering and exemplary role, and perform all tasks to support local authorities in providing online public services and administrative procedures to serve the people.
Assessing the organizational model transformation as a historic and especially important task, the Director requested all officers and soldiers of the Ho Chi Minh City Police to demonstrate solidarity, the highest sense of responsibility and determination to overcome all difficulties; maintain stability and effectiveness of professional work so as not to interrupt the task of protecting political security and social order and safety in the area. At the same time, he called on all officers and soldiers to promote the heroic tradition of the Ho Chi Minh City Police force, successfully performing assigned tasks in the new situation. Each individual needs to clearly define his or her role and responsibility in this transformation process; at the same time, actively participate in training and fostering activities to improve professional qualifications and skills in accordance with the requirements and tasks in the new situation.
Implementing the Central Government's policy on administrative unit arrangement, the establishment of a two-level government in Ho Chi Minh City is a step in line with practical requirements. With a large population and large workload, the two-level government model is expected to contribute to streamlining the apparatus, improving service quality, better meeting people's needs, and creating a driving force for the city's strong development.
