Ho Chi Minh City: Increase support for eye refraction treatment for citizens doing military service

The support level is calculated based on actual costs, but not exceeding 12.5 million VND for one-eye surgery and not exceeding 25 million VND for two-eye surgery.

On the afternoon of August 28, at the 3rd Session (special session), the 10th Ho Chi Minh City People's Council, term 2021-2026, passed a Resolution to increase the support for eye refractive treatment costs for Ho Chi Minh City citizens who register to perform military service and public security service to a maximum of no more than 25 million VND.

Beneficiaries of the above decision include citizens residing permanently in Ho Chi Minh City who register to perform military service or join the People's Public Security but do not meet the military recruitment standards according to regulations due to refractive eye defects, volunteer to treat refractive eye defects and are examined by an ophthalmologist and assessed as meeting the military recruitment standards according to regulations after treatment of refractive eye defects (including cases where after refractive surgery, they are examined and assessed as not meeting the military recruitment standards according to regulations due to complications during and after surgery).

The City People's Council Resolution stipulates that the support level is calculated based on actual costs, but not exceeding VND 12.5 million for one-eye surgery (currently VND 9.8 million) and not exceeding VND 25 million for two-eye surgery (compared to the current VND 19.6 million).

The increase in surgical cost support (about 28%) compared to the current level applied according to Resolution 10/2023/NQ-HDND of Ho Chi Minh City is based on the reference price of Ho Chi Minh City Eye Hospital and has the price support of the Hospital (30%), in accordance with reality and the ability to balance the budget.

According to the City People's Council, implementing Resolution 10/2023/NQ-HDND of Ho Chi Minh City on the policy of supporting the cost of treating refractive eye defects for citizens registering to perform military service and People's Public Security service ( Binh Duong province, Ba Ria-Vung Tau province (old) did not issue this policy), in 2024-2025, 683/9,896 cases (6.9%) were supported.

The implementation of the above policy has brought about positive results in contributing to ensuring the source of military recruitment, the quality of implementation of the City's legal targets and demonstrating the humanity and concern of Party committees and authorities at all levels for the participation of young people in building and protecting the Fatherland; contributing to reducing costs for families with children doing military service; continuing to contribute to solving difficulties in the source of military recruitment; consolidating and improving the quality of citizens joining the army in the face of the increasing trend of young people with refractive eye defects.

Also at the 3rd Session, the Ho Chi Minh City People's Council passed a Resolution to raise the social pension allowance for beneficiaries of this regime in the city to 650,000 VND/month, replacing the current level of 600,000 VND/month in localities under Ho Chi Minh City (old); 500,000 VND in Binh Duong province (old) and 625,000 VND in Ba Ria-Vung Tau province (old).

According to the Ho Chi Minh City People's Council, the total budget for social assistance for the entire city at the new level is estimated at about 1,488 billion VND/year. The new support level is calculated based on the current budget balance capacity of the city, meeting the needs and legitimate aspirations of the people, creating a balance between economic growth and social justice, contributing to ensuring the similarity and promoting the effectiveness of social assistance policies for social assistance for the city.

Also at this Session, the City People's Council passed a Resolution on supporting loans to create jobs for cadres, civil servants, public employees, part-time workers, and workers who quit their jobs after the restructuring of the political system in Ho Chi Minh City with a maximum of 300 million VND/person to solve jobs and expand employment.

Each subject is supported with 1 loan cycle at the Ho Chi Minh City Branch of the Bank for Social Policies with the form of unsecured loans within a maximum loan term of 120 months, the loan interest rate is equal to the loan interest rate for poor households as prescribed by the Prime Minister in each period.

The Ho Chi Minh City People's Council also passed a Resolution to support housing rent for officials, civil servants, public employees and workers in Ho Chi Minh City who receive salaries from the state budget and are mobilized, assigned and arranged to work directly full-time, with a change of location between Binh Duong province, Ba Ria-Vung Tau province and Ho Chi Minh City (before the arrangement) and have not been arranged official housing according to regulations.

Officials, civil servants and public employees with a position allowance coefficient of 0.9 or higher are supported with 10.4 million VND/person/month; those with a position allowance coefficient from 0.7 to under 0.9 are supported with 8 million VND/person/month; those with a position allowance coefficient below 0.7, without a position allowance coefficient and employees are supported with 4.8 million VND/person/month.

The rental support period is from July 1, 2025 to June 30, 2027./.
