(Baothanhhoa.vn) - At the working session with the delegation, Thanh Hoa province affirmed its determination to turn the Nghi Son - Na Meo economic corridor into a strategic route, while clearly stating the orientation of building high-tech industrial parks (IPs), promoting key industrial advantages and proposing many specific mechanisms to create momentum to accelerate development in the new period.

On August 27, at the Headquarters of the Thanh Hoa Provincial People's Committee, the working delegation of the Editorial Team of the Economic - Social Subcommittee, the 14th National Congress of the Party, led by comrade Tran Hong Quang, Deputy Director of the Institute of Strategy and Economic - Financial Policy, Ministry of Finance , Standing member of the Editorial Team, head of the working delegation, had a working session with the provincial leaders.

Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Thanh Hoa Provincial People's Committee chaired and worked with the delegation. Also attending were leaders of departments, branches, Nghi Son Economic Zone Management Board (KKTNS) and industrial parks (IPs) of the province.

At the meeting, the People's Committee of Thanh Hoa province affirmed that the goal throughout the 2026-2030 period is to strive for an average GRDP growth rate of 11% or more, making Thanh Hoa a new growth pole of the country.

The province will focus on synchronously implementing many key solutions, emphasizing institutional breakthroughs, perfecting mechanisms, strongly reforming administrative procedures, and building an open and transparent investment environment.

In addition, promote economic restructuring, innovate growth models in depth on the basis of science - technology and digital transformation. Strongly develop the economic - social infrastructure system in a synchronous and modern direction, creating a solid foundation to promote regional connectivity, connecting dynamic economic centers.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi clarified the province's growth goals and drivers.

Thanh Hoa also identifies the SEZ as the central driving force; striving to form 30 new industrial clusters by 2030, achieving a 70% occupancy rate. Key industries such as petrochemicals, cement, steel, electricity, textiles, along with high-tech industry, pharmaceuticals, renewable energy, and electronics will be considered the growth nucleus.

Along with that, the province develops green, organic, circular agriculture, associated with deep processing and export value chains; promotes four-season tourism with unique products in Sam Son, Hai Tien, Am Tien...; at the same time, promotes digital transformation, e-commerce...

Currently, the province is proactively coordinating with localities in the region to implement Resolution 26-NQ/TW on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions, with a vision to 2045; at the same time, promoting development cooperation with major centers such as Hanoi, Ho Chi Minh City, Nghe An, Ha Tinh and Son La. These steps aim to affirm Thanh Hoa's "locomotive" role in inter-regional connectivity, promoting potential and advantages, and turning the North Central region into a region of rapid and sustainable development.

At the working session, the delegation representative said that, in addition to the major planned directions, Thanh Hoa needs to focus on developing the Nghi Son - Na Meo economic corridor, associated with processing industry, trade and services. The province needs to soon form a high-tech industrial park as a spearhead of production; at the same time, coordinate with the Central Government to speed up the progress of the coastal road. Regarding tourism, it is necessary to develop in the direction of four seasons with unique products, increasing competitiveness.

The working group also stated that in the master plan, Thanh Hoa - Nghe An - Ha Tinh is positioned as a dynamic coastal region of the North Central region, with potential that is not inferior to the South Central region. The province also needs to review and supplement mechanisms to encourage the development of the private economic sector in order to promote investment resources and transfer of science and technology.

To achieve the target of double-digit GRDP growth, Thanh Hoa must pay attention to three key factors: capital, labor and policy. In the period of 2026-2030, when public investment is unlikely to have more room, FDI will play a decisive role. The province needs to focus on improving the quality of human resources to meet the requirements of increasing productivity.

Representatives of the Department of Agriculture and Environment proposed planning for advantageous agricultural products of Thanh Hoa province.

Speaking at the conference, Mr. Nguyen Van Thi, Standing Vice Chairman of the Provincial People's Committee, clarified the issues of concern to the working delegation. He affirmed that the Nghi Son - Na Meo economic corridor is a strategic route of the province when Nghi Son Economic Zone owns a deep-water seaport, a logistics system and modern infrastructure serving import and export, and is directly connected to Tho Xuan airport. On this corridor, many large factories are being invested in and built, creating more jobs for workers, contributing to the formation of a new growth axis.

Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi expressed his thanks to the working delegation and proposed some contents at the working session.

Regarding the orientation of establishing high-tech industrial parks, he said that to successfully implement it, there needs to be a specific mechanism on land, infrastructure and social services. Therefore, the province proposed that the Central and local governments coordinate closely and refer to international experience to build high-quality industrial parks, operate stably and develop sustainably. Particularly for the coastal road, the province will prioritize the use of public investment capital to speed up progress, striving to complete it in 2026.

The Standing Vice Chairman of the Provincial People's Committee emphasized that economic development needs to be focused, specialized, and maximize specific advantages, avoiding spreading and wasting resources. Thanh Hoa currently has strengths with the Nghi Son Oil Refinery, thermal power, cement, and steel centers; Duc Giang Chemical Plant is expected to come into operation in early 2026, along with many other large-scale energy projects being promoted. Therefore, in regional planning, it is necessary to study to exploit the advantages of each locality, develop supporting industries, extend the production value chain, and limit overlap and direct product competition.

He also recommended that separate laws be issued for economic zones to create a long-term stable legal corridor, because current FDI investors are not only interested in tax incentives but also place great emphasis on requirements for quick procedures, transparent mechanisms and sustainable development.

For the private economic sector, to successfully implement Resolution No. 68, the province proposes to soon issue specific mechanisms such as exemption and reduction of land rental costs; infrastructure investment up to the factory fence; preferential credit support..., thereby creating a strong driving force for this sector to accompany the locality in development.

Speaking at the end of the working session, comrade Tran Hong Quang, Deputy Director of the Institute of Economic and Financial Strategy and Policy, Ministry of Finance, affirmed: Through the working session, the delegation has a better understanding of the potential, advantages, socio-economic development situation as well as aspirations of Thanh Hoa province. These contents will be synthesized, completed and integrated into the report to serve the construction of documents to be submitted to the 14th National Party Congress.

The working group will continue to coordinate, listen, and conduct field surveys in the locality, contributing to proposing appropriate policies for Thanh Hoa to maximize its potential and become an important growth pole of the North Central region and the whole country.
