At the Conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that Ho Chi Minh City, newly formed on the basis of the arrangement of 3 localities, will officially come into operation from July 1, with an area of over 6,772km², a population of over 14 million people, including 168 communes, wards, and administrative zones. This Conference is urgent and extremely meaningful in the process of organizing the apparatus "Straight - compact - strong - effective - efficient - effective" which has been approved by the Central Government and highly agreed by the people.
Mr. Duoc proposed that the People's Committees of Binh Duong and Ba Ria-Vung Tau provinces coordinate and urgently focus on implementing a number of urgent tasks to maintain the progress and requirements on merging and arranging provincial-level administrative units, not organizing district-level administrative units and reorganizing commune-level administrative units according to the 2-level government model to take place smoothly and continuously.
Mr. Duoc also asked the delegates to study and contribute ideas to urgently complete the projects, soon submit them to the Standing Committee of the Ho Chi Minh City Party Committee for comments and conclusions to submit to the Ho Chi Minh City People's Council for approval, and the City People's Committee to smoothly implement them from July 1.
Regarding the two-level local government model, the leaders of Ho Chi Minh City proposed that the Conference carefully analyze to select the model of organizing the Public Administration Service Center (PASC) directly under the City People's Committee or directly under the City People's Committee Office, along with the network of PSC at the commune level.
