Ha Tinh has identified digital transformation as an important and inevitable path for socio-economic development. Therefore, the province has identified a digital transformation policy and concretized it through a series of resolutions, projects, action plans, etc., demonstrating the strong determination of the entire political system in promoting digital transformation as well as developing the digital economy.

From the right policy, Ha Tinh has had clear changes in practice. Up to now, 100% of enterprises in the area have used electronic invoices; alleducational and medical facilities have implemented cashless fee collection. E-commerce - an important component of the digital economy - is developing impressively. The rate of Ha Tinh enterprises participating in e-commerce has increased sharply, approaching the major economic centers of the country.... These are important milestones showing the strong spread of digital technology in all fields.
Mr. Duong Van Tuan - Deputy Director of the Department of Science and Technology said: "On the journey to build a digital economy, Ha Tinh is particularly interested in developing the core digital economic sector - including the information technology (IT) industry, software production and digital equipment. Currently, the province's core digital economy has about 100 enterprises, mainly telecommunications and IT software enterprises. Regarding the digital economy on a small scale, there are e-banks in the area (most supermarkets and self-service points of sale provide payment services via e-banking) and technology car services have begun to appear.
With a wide-ranging digital economy, Ha Tinh will have strong development when more than 7,000 enterprises in the province successfully transform digitally, applying digital technology platforms to management, production and business activities. In addition, the application of digital technology to agricultural production, bringing agricultural products to e-commerce platforms and promoting cashless payments among the people will contribute significantly to the province's digital economy."

Ha Tinh's digital economy does not stop at IT - telecommunications but is spreading strongly into key areas such as agriculture, logistics, trade and tourism. In agriculture, the province is digitizing the production - consumption process through traceability, growing area maps, and digital agricultural markets. Many local specialties are available on e-commerce platforms, helping farmers access a larger market. The logistics sector is also investing in developing infrastructure associated with digital technology such as software for transport management, warehousing, order tracking, and electronic payments.

Currently, Ha Tinh has planned 4 large logistics centers, aiming to become a freight transit center in the North Central region. In tourism, smart tourism platforms are deployed such as digital tourism maps, virtual reality applications, cashless payments, etc. to help improve the tourist experience and promote the local image in a vivid and modern way.
In addition to positive results, digital economic development in Ha Tinh still faces many challenges. According to the Department of Science and Technology, the rate of digital technology enterprises is currently low; most of the revenue in the IT sector still comes from telecommunications services, while software and digital content - fields suitable for small businesses - have not been fully exploited. Digital infrastructure, especially in rural and mountainous areas, is still limited. The use of online public services is uneven, and the digital literacy of a segment of the population and officials is still low. In particular, small and medium-sized enterprises still lack resources to invest in digital transformation...
According to Prof. Dr. To Trung Thanh (National Economics University), to develop the digital economy comprehensively and sustainably, Ha Tinh province needs to implement many strategic solutions to promote the digital economy throughout the province. In particular, it is necessary to develop digital infrastructure and information technology industry by building a concentrated information technology park to attract FDI investment and develop the hardware industry, creating a foundation for the core digital economy.

Current industrial parks and clusters need to be transformed into smart industrial parks and clusters, applying digital technology in management and production. At the same time, promote e-commerce and digital transformation in enterprises; implement programs to support enterprises, especially small and medium enterprises, in applying digital platforms to improve business efficiency. Encourage cooperatives, cooperative groups, and farming households to apply digital technology in production, trace product origin using QR codes and put products on e-commerce platforms to expand the consumption market.
Experts from the National Economics University also said that Ha Tinh needs to organize training courses for officials, civil servants, public employees and workers on digital skills, in order to improve their ability to apply information technology in their work. Cooperate in training high-quality human resources in the field of information technology, meeting the needs of developing the province's digital economy. Complete the legal framework by issuing specific policies and regulations to facilitate the implementation of digital economic activities, ensuring network safety, security and consumer rights.
In particular, it is necessary to create a favorable environment for innovative start-ups in the fields of information technology and the digital economy, through support policies on finance, tax and infrastructure. These solutions aim to increase the proportion of the digital economy in Ha Tinh province's GRDP to over 20% by 2030, contributing to promoting sustainable economic growth and enhancing the province's competitiveness in the context of global digital transformation.
