Ho Chi Minh City increases support for 92,000 preschool children to 240,000 VND/child/month

The subsidy for preschool children of workers and laborers working in industrial zones with many workers has increased from VND160,000 to VND240,000/month.

On the afternoon of August 28, the Ho Chi Minh City People's Council passed a resolution on policies for developing preschool education in industrial zones and labor-intensive areas in Ho Chi Minh City.

Increase support level from 160,000 VND to 240,000 VND/month/child

Notably, the resolution stipulates support for preschool children who are children of workers and laborers working in industrial zones, where there are many workers, at the rate of 240,000 VND/child/month (current rate is 160,000 VND/child/month).

Support period is calculated based on actual number of study months, but not more than 9 months/school year.

At the same time, Ho Chi Minh City supports preschool teachers working at private preschools in industrial zones and preschool teachers working at nurseries and kindergartens with many workers at the rate of 1 million VND/person/month. The duration of support is calculated based on the actual number of months of study, but not exceeding 9 months/school year.

This support level is beyond the agreed salary level between the owner of a private preschool and the teacher and is not used to calculate social insurance, health insurance and unemployment insurance contributions.

Also according to the resolution, Ho Chi Minh City supports independent, private preschools in areas with industrial parks and nurseries and kindergartens in areas with a large labor force.

At the same time, one-time support for facilities includes: providing tools, toys, and teaching equipment according to the list prescribed by the Ministry of Education and Training , and supporting funding for repairing facilities to directly serve the care, nurturing, and education of children.

Of which, independent preschools in areas with industrial parks and nurseries, kindergartens in places with many workers with less than 30 children will be supported with 35 million VND; independent preschools in areas with industrial parks and nurseries, kindergartens in places with many workers with from 30 to less than 50 children will be supported with 55 million VND .

Independent preschools in industrial zones and nurseries and kindergartens in labor-intensive areas with 50 to 70 children will receive support of 70 million VND.

Nursery schools, kindergartens, and preschools in labor-intensive areas with more than 70 children will receive support of 70 million VND.

More than 8,000 ethnic minority students receive tuition support

Also at the meeting, the Ho Chi Minh City People's Council passed a resolution regulating the policy of supporting study costs for students, graduate students, and researchers who are ethnic minorities in Ho Chi Minh City.

Accordingly, the level of support for study expenses is equal to 60% of the basic salary/student, graduate student, or doctoral student/month and is enjoyed for no more than 10 months/school year/student, graduate student, or doctoral student.

The number of years of study supported is according to the regulations of the Ministry of Education and Training on training programs for students, postgraduates, and researchers. In case the basic salary increases, the City People's Committee will consider and assess the impact and submit to the City People's Council an appropriate support level according to the actual situation.

According to statistics, after the merger, Ho Chi Minh City has more than 509,000 ethnic minorities from 53 ethnic groups; including more than 8,000 students from secondary to university levels and about 200 graduate and postgraduate students.

In particular, many children from the Cham, Khmer, and Choro ethnic groups have difficult economic circumstances and are easily affected by increasing tuition costs.

92,000 preschool children of workers in Ho Chi Minh City receive increased tuition subsidies

According to the report of the Ho Chi Minh City People's Committee, in fact, after merging 3 administrative units (Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau), Ho Chi Minh City became a special urban area with a large population, of which a large proportion are workers in industrial parks and export processing zones.

However, because each locality previously had its own resolution, the level of support for children, teachers and preschool facilities was still different and lacked uniformity.

In addition, many policies have not been effective due to high constraints. For example, the regulation that at least 30% of the children in a facility must be children of workers to be eligible for support has resulted in many independent child care groups and kindergartens not being eligible, while in reality they are still mainly serving children of workers.

In addition, the support level for children (160,000 VND/month) and teachers (800,000 VND/month) is only at the minimum level, not commensurate with the cost of raising children and the professional pressure of preschool teachers.

According to statistics, Ho Chi Minh City has more than 1,000 independent preschools, 92,000 children of workers and about 6,000 non-public preschool teachers. Without timely policies, the rights of these subjects will be affected after the merger.
