According to statistics from the Department of Construction, up to now, Ho Chi Minh City is managing more than 9.6 million vehicles, including more than 1 million cars and nearly 8.6 million motorbikes. Compared to the same period in 2024, the number of cars increased by 9% and motorbikes increased by 2%, showing that the increasing trend of personal vehicles continues to put pressure on traffic infrastructure and the urban environment.
Motor vehicles are the largest source of emissions from the transport sector.

In the Vehicle Emission Control Project under development, Ho Chi Minh City plans to select areas such as Can Gio, Con Dao and the city center to pilot the zoning of emission control. These areas are considered to have great potential in the transition to a clean transportation system.
In a newly sent document, the Department of Construction requested the Department of Agriculture and Environment to provide comments on the emission levels of vehicles in circulation, including considering raising emission standards and developing specific criteria to delimit and restrict the operation of high-emission vehicles in heavily polluted areas.
Ho Chi Minh City will limit high-emission vehicles from entering the central area, Can Gio and Con Dao.
At the same time, identify and publicize information on high-emission areas; propose solutions to control emissions from motor vehicles; and review and guide regulations and policies related to land to serve the development of parking infrastructure and charging stations for green vehicles.
The Department of Finance has been asked to study solutions to control the quality of fuel used for motor vehicles - including gasoline, diesel and biofuels - to ensure compliance with the proposed emission standards roadmap. In addition, the department will also propose management directions for technology vehicle operations, which are growing strongly in the city.
The Ho Chi Minh City Institute for Development Studies is tasked with proposing comprehensive solutions to promote green transition in the transport sector.
Meanwhile, the specialized departments under the Department of Construction, the Public Transport Management Center and the Road Traffic Infrastructure Management Center, are responsible for contributing opinions on integrating transport planning with infrastructure planning, aiming to develop green means of transport, including the public transport system.
The Department of Construction requests units within their functional scope and responsible fields to participate in research, calculation and proposal of solutions, and send them to the Department before July 15, 2025 for synthesis and reporting to the Ministry of Construction as directed.
