In particular, the Party leader has clearly stated the vision and strategy for developing the new city through the planning that is being focused on reviewing, adjusting and building. This needs to be put into practice after nearly 2 months of consolidation "running and queuing" associated with the total budget revenue of Ho Chi Minh City in the first 7 months of the year just announced at 465,000 billion VND, equal to 66.8% of the estimate and an increase of 12.9% over the same period.
Adding the revenue of two provinces with large budgets is one thing, even Ho Chi Minh City in the first 6 months of the year also achieved excess revenue thanks to large projects that were cleared and approved. That shows that policies to support businesses such as reducing and extending taxes to promote production have been effective. Besides the sudden revenue from real estate and land, the stable revenue from taxes and import-export (including oil and gas revenue, mainly from Ba Ria - Vung Tau in the past) has been increasing, proving the resilience, adaptability and good growth of the city's economy.
That is also the basis for the city to prioritize and concretize the new city strategic plan in a quality and comprehensive manner, creating clusters of levers for development, moving towards total budget revenue not simply being a mechanical addition but must increase the quality of revenue sources. In which, ensuring production development is of utmost importance; import and export, domestic consumption and public investment disbursement must continue to improve.
On the basis of the master plan and comprehensive socio -economic development strategy, the key issue for implementation is to mobilize all resources. Ho Chi Minh City in particular and the whole country in general have been given the "key" which is the Central Resolution to open the doors of science and technology, private economy, new economic and financial institutions such as the International Financial Center, free trade zones to new economic models such as green economy, digital economy. In addition, there is the restructuring of urban space towards multi-center, super-connected from highway projects, belts, metro, high-speed railway, seaports, airports to industrial relocation.
If we look at the early strategic planning, with the ability to cover the key sectors and industries of the country - key regions (in the current global context), we will understand to some extent the meaning, goals and even the speed of the merger that comes with the 2-level government. A certain aspect of the so-called "historic moment" also includes the fact that we cannot allow ourselves to hesitate or... step back to observe because we will lose the opportunity.
Therefore, in the orientation of the new term, one of the "immediate tasks" is to concretize the in-depth utilization of resolutions in the new territorial - economic - social space. From Ho Chi Minh City, the way to operate the 2-level local government model will be a direct measure of digital transformation as well as the transformation of the nature and service skills of the public apparatus. Directing the working session to give opinions on the draft documents and personnel plan for the Party Committee to be submitted to the Ho Chi Minh City Party Congress for the 2025 - 2030 term, the General Secretary did not forget to recall the city's tradition of "going ahead" with many pilot models and pioneering institutions that later became national policies.
Finally, the most common concern is that in addition to solving outstanding issues that cause public frustration (such as flood control projects, the new urban area of Thu Thiem), focusing on completing the tasks of the previous term that are still "owed" (such as houses along canals, old apartments, social housing), it is necessary to devote more resources to improving the quality of education, health care, social security, environment and cultural values - the community continues to be preserved and promoted. These are not only urgent tasks for the next term but also the responsibility of the government in response to the demands and goals for the quality of life of all people.
