The consortium of China Communications Construction Group - CIENCO4 Group Joint Stock Company (Vietnam) has submitted a proposal on implementing urban railway projects in Ho Chi Minh City, including the Thu Thiem - Long Thanh airport railway line.
Proposal to be general contractor for railway project connecting Long Thanh airport and other routes
Accordingly, the consortium wishes to cooperate to accelerate the implementation plan of urban railway projects in Ho Chi Minh City as the EPC general contractor (taking into account the financial support plan). The projects that the consortium is interested in include: Metro No. 2 (Ben Thanh - Tham Luong), Thu Thiem - Long Thanh airport railway, Metro No. 1 ( Binh Duong New City - Suoi Tien) and other potential routes.
According to the consortium, China Communications Construction Group Corporation (CCCC Group) is under the management of the State-owned Assets Supervision and Administration Commission of China, and is listed on the Hong Kong and Shanghai stock exchanges.
In 2024, the group ranked 63rd among the world's largest corporations/companies according to the Fortune Global 500 rankings with revenue of 136.7 billion USD.
The Group has strengths in the field of urban railway construction and high-speed standard railway. In the Chinese market, the Group has implemented 188 railway projects with a total length of about 6,800km, reaching a contract value of 48.89 billion USD.
In addition, the group has also implemented 164 urban railway projects, with a total length of 960km, and a total value of up to 55.11 billion USD. Currently, the group is continuing to implement 112 other railway projects across the country, with a total contract value of approximately 50 billion USD.
In the international market, CCCC Group has been implementing 106 railway and metro projects in many regions around the world, with a total contract value of up to 51.33 billion USD.
Typical projects such as the Hungary - Serbia railway, the Mombasa - Nairobi (Kenya) line, the East Coast Railway of Malaysia (ECRL)...
"We affirm that we have sufficient capacity in terms of experience, finance, human resources, equipment and technology to take on the role of EPC general contractor to implement Ho Chi Minh City urban railway projects.
We commit to mobilizing all necessary resources to ensure the progress, quality and investment efficiency of the projects if selected," the consortium stated in the proposal.
How is the progress of the proposed joint venture routes?
Responding to the consortium's proposal on the implementation status of the projects, the Ho Chi Minh City Department of Construction said that the City Urban Railway Management Board is currently carrying out procedures for metro line 2 (Ben Thanh - Tham Luong) to start construction at the end of 2025.
Regarding the route connecting Tan Son Nhat and Long Thanh international airports (Thu Thiem - Long Thanh railway), the project is being studied by the Railway Management Board ( Ministry of Construction ). The Ministry of Construction is synthesizing opinions from ministries and branches to report to the Prime Minister for consideration of the policy of assigning the Ho Chi Minh City People's Committee as the competent authority to implement the project.
For metro project No. 1 (Binh Duong New City - Suoi Tien), procedures for investment are also being carried out. For this project, the People's Committee of the old Binh Duong province previously prepared a pre-feasibility study report and submitted it to the Prime Minister for appraisal by the State Appraisal Council.
For other urban railway routes, the City Urban Railway Management Board is currently developing a plan to implement investment projects according to the list attached to Resolution 188 of the National Assembly.
According to the Ho Chi Minh City Department of Construction, the 2025 Railway Law has added a number of specific and special mechanisms and policies for railway investment and development. In particular, it pays special attention to attracting private enterprises to participate in railway and urban railway investment.
In addition, Law No. 90/2025 stipulates projects that do not have to carry out investment policy decision procedures.
On that basis, the Ho Chi Minh City Department of Construction requested the consortium to carefully study current legal regulations and contact the City Urban Railway Management Board to grasp details about the implementation status as well as opportunities for cooperation in project implementation.
