The Ho Chi Minh City Department of Education and Training has just reported on the assessment of the implementation of the Program "Training and retraining to improve human resource skills to meet the requirements of the Fourth Industrial Revolution" in Decision No. 1446/2021 of the Prime Minister.

According to the report of the Department of Education and Training of Ho Chi Minh City, in the period of 2021 - 2024, a total of more than 1.1 million people will receive vocational training in Ho Chi Minh City, with the number increasing gradually over the years. Training fields include information technology, mechanics, mechatronics, robotics, economics , finance, logistics, tourism, and nursing.

In the past 3 years, learners have focused more on economics, information technology, tourism and health care.

The total number of trained workers from 2021 to 2024 is 530,908 people (122,783 people trained in 2021; 177,402 people trained in 2022; 112,224 people trained in 2023 and 118,499 people trained in 2024).

In the period of 2021 - 2025, implement investment policies for 3 public investment projects in the field of vocationaleducation .

According to the leader of the Department of Education and Training of Ho Chi Minh City, implementing the policy of merging Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau provinces will form a leading economic - industrial - service - logistics center in the country, with a network of industrial parks, seaports and a dynamic supply chain. This poses an urgent need for high-quality human resources with digital skills and modern technology skills.

From lessons learned in the past period, Ho Chi Minh City has proposed many solutions to implement the Government's decision.

Specifically, based on existing potential, Ho Chi Minh City has strengths in services, high technology and higher education; Binh Duong is a large processing and manufacturing industrial center and Ba Ria - Vung Tau has strengths in oil and gas, seaports, logistics and tourism.

"In the coming time, we will develop directions, tasks, and solutions to continue implementing the contents of Decision No. 1446 in the economic structure, training, and strategy for developing high-quality human resources in the most specific way for each year," the report stated.

At the same time, mobilize investment resources, call on businesses to participate in retraining and improving skills for workers. The city also needs to have preferential policies to encourage businesses, especially small and medium enterprises, to invest in research, scientific application, technological innovation and digital transformation to improve production and business efficiency.

In addition, in training human resources for advanced technology industries such as semiconductors and artificial intelligence (AI), the city needs to establish an ordering mechanism with universities for specialized training to meet the needs of high-tech development in the future.

Students have many difficulties in choosing a career.

Commenting on the current training situation, the Ho Chi Minh City Department of Education and Training said that there are currently many difficulties and limitations, such as career guidance work is still theoretical and lacks practical connections, making it difficult for students to choose a career due to a lack of information about the labor market and new careers.

Many authorities have not yet built a complete and updated information system on labor demand by industry. There is still a shortage of vocational education teachers...

The reason is that the rapid change in technology, especially in the fields related to automation and artificial intelligence, makes the training program easily outdated if not updated promptly. The network infrastructure and information technology equipment are not guaranteed, leading to the school's digital transformation process not being completed. The equipment and machinery serving teaching and learning in technical professions are often of great value, but the investment budget is limited, so the purchase of new equipment is still facing many difficulties...
