Ho Chi Minh City proposes 45 projects to change the purpose of using rice-growing land

According to the proposal of the Department of Natural Resources and Environment (DONRE), 45 projects have converted the purpose of using rice-growing land with an area of over 357 hectares.

Among the proposed projects, there are 5 newly registered projects with an area of 28.26 hectares; 1 project was approved in 2021 on the list of land acquisition, now submitted for additional approval to change the purpose of rice land use with an area of 0.6 hectares; 2 projects were approved for the Resolution on land acquisition, change of rice land use purpose, now more than 3 years have not been implemented with an area of 4.3 hectares...

According to regulations, for the 2 projects that have had a Resolution of the Ho Chi Minh City People's Council and have been included in the annual land use plan at the district level (but now it has been more than 3 years without a decision to reclaim land, and has not been allowed to change land use purpose), the Ho Chi Minh City People's Committee must adjust or cancel. At the same time, it must announce the adjustment to cancel the land reclaim or change land use purpose for the land area recorded in the annual land use plan at the district level.

Ho Chi Minh City still has a lot of rice-growing land that is allowed to change its purpose of use.

However, these projects are public works projects, serving the necessary needs of the locality in the process of socio -economic development, serving urban development and beautification. Through review, it is found that the above projects have full legal status to be implemented in 2023, for that reason, the Department of Natural Resources and Environment proposes to continue registering the change of land use purpose to implement these two projects.

According to the report of the Department of Natural Resources and Environment, the target of changing the purpose of rice-growing land in Ho Chi Minh City approved for the entire planning period of 2011-2020 is 14,773 hectares, of which the period of 2011-2015 is 1,512 hectares, the period of 2016-2020 is 13,261 hectares. Of which, the land area that has been allowed by the Prime Minister and the People's Council of Ho Chi Minh City to change the purpose of land use but has not been implemented after 3 years is 3,508 hectares.

Evaluating the results of implementing the land use planning targets up to December 31, 2020 according to Resolution No. 80/NQ-CP of 2018 of the Government , the Department of Natural Resources and Environment said that the remaining rice land target for changing the purpose of use is 13,077 hectares.

Previously, at the end of 2022, the Department of Natural Resources and Environment also submitted a document to the City People's Committee to submit to the Ho Chi Minh City People's Council for approval of the list of land use conversion purposes for rice cultivation to implement many projects in the area. Of which, there are 18 projects with land use conversion purposes for rice cultivation under 10 hectares (with a total area of 31.74 hectares) and 3 projects with land use conversion purposes for rice cultivation over 10 hectares (total area of 170.11 hectares). The need to convert land use purposes for rice cultivation to implement housing projects is about 30 hectares.
