Recently, Deputy Prime Minister Tran Hong Ha signed Decision No. 1497/QD-TTg approving the investment policy of the Project to invest in the construction of ports No. 9, No. 10, No. 11 and No. 12 - Lach Huyen Wharf Area, Hai Phong City.
According to the Decision, the project investment objective is to build 4 container ports No. 9, No. 10, No. 11 and No. 12 in Lach Huyen wharf area, Hai Phong city, contributing to the formation of a modern seaport system, with the ability to receive large ships with a capacity of 12,000 - 18,000 TEUs, connecting large seaports with duty-free zones and logistics behind the port, speeding up the circulation of goods.

The newly approved project will help enhance advantages, create momentum for development, attract investment; maximize the advantages of natural conditions and geographical location to develop Dinh Vu - Cat Hai Economic Zone (seaport system, logistics and industrial park adjacent to the port).
At the same time, the Project also helps to concretize and conform to the master plan for the development of Vietnam's seaport system in the 2021-2030 period, with a vision to 2050; contributing to promoting the socio-economic development of Hai Phong city in particular and the Northern region in general.
Hai Phong City, which is one of the major industrial and seaport centers in the North, now has an increased land fund and a large human resource from Hai Duong (old). This creates a complete "chain": Hai Phong (old) focuses on high-tech industry, port industry and logistics, while Hai Duong (old) plays the role of a production satellite, providing labor and expanding industrial land fund. This connection creates a complete supply chain, reduces logistics costs, increases operational efficiency and enhances the competitiveness of the key economic region in the North.
The western area of the new Hai Phong City (former Hai Duong Province) with the expanded Phuc Dien, Tan Truong, Dai An industrial parks... has attracted many businesses to invest and do business. The Hanoi - Hai Phong Expressway, National Highway 5 and the North - South railway line passing through this area create favorable conditions for linking production and logistics chains. The merger of the two localities will create a very strong driving force to plan a common spatial strategy and a specific regional linkage mechanism is needed, allowing localities to coordinate infrastructure investment, exploit land funds and share benefits of attracting investment.
To maximize the advantages of seaports, Hai Phong City has been focusing on accelerating the construction and completion of infrastructure for coastal economic zones and industrial parks, promoting the driving role of coastal economic zones associated with coastal urban areas. In particular, with the Southern coastal economic zone with an area of about 20,000 hectares, oriented to become the main driving force of Hai Phong's economy by 2030, reaching 80% of the capacity of Dinh Vu - Cat Hai economic zone in 2023, Hai Phong will have a superior advantage in attracting high-quality FDI capital flows.

This will be a new “eagle nest” to welcome the investment wave from large domestic and foreign corporations and enterprises heading to Hai Phong, especially in the fields of chip, semiconductor, and electronics industries.
In addition, after the merger, Hai Phong City currently has 26 operating industrial parks, attracting about 1,600 foreign investment projects. According to the industrial park planning by 2030, Hai Phong City will have 46 industrial parks with a total area of nearly 12,000 hectares. In the coming time, Hai Phong Economic Zone Management Board will focus on developing 10-20 new industrial parks and drastically transforming existing industrial parks into ecological industrial park models, building at least 5 smart industrial parks, managed by science and technology, leading in digital transformation.

Hai Phong City promises to create a new industrial - service growth pole with leading competitiveness in the Northern region, especially in the industrial sector and investment attraction. In the future, Hai Phong will become an industrial and seaport megacity possessing all the elements to become a new growth pole in the Northern region: international seaport, airport, diverse industrial park network, abundant labor force, modern inter-regional infrastructure.
For investment enterprises and secondary enterprises, what they want is not only who will manage the administration but also connectivity, flexibility and reasonable investment costs. Many investors hope that Hai Phong City will establish a complete industrial corridor sharing infrastructure and services.

A representative of a foreign enterprise in Hai Phong City that is preparing to invest in Kim Thanh Industrial Park said that they are ready to expand their factory in Hai Duong province (old) after the merger because the procedures will be connected, the investment application process will be simpler and there will be no hesitation as before.
Not only foreign enterprises, domestic investors also highly appreciate the potential for expanding development space. With close geographical distance, similar natural and social conditions, and sharing strategic traffic routes, the merger of Hai Duong - Hai Phong is considered a "golden key" to open the door to cooperation and synchronous development in attracting investment, production and trade.
According to the Northern Coastal Region Planning to 2030, with a vision to 2050 approved by the Government, Hai Phong City (old), Hai Duong Province (old), and Quang Ninh will be strategic centers of marine economy, industry, and logistics. In particular, Hai Duong plays the role of a production belt and human resource support for Hai Phong and Quang Ninh.
If planned and organized properly, Hai Phong City will be the first region in the North to fully integrate the production - logistics - export chain from domestic to international in a continuous economic space. From there, it will not only create a breakthrough momentum for the City but also contribute to enhancing the country's competitive position in the global production network, affirming the trust as a reliable address in the eyes of leading domestic and foreign investors.
