All efforts to help people eliminate temporary housing

“Each person helps a hand, each family shares a part, whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has a little helps a little”. That is the motto that goes along with the determination to complete the goal of eliminating temporary housing in Quang Nam.

Joy after joy

In the first months of 2025, the speed of implementing the temporary housing elimination in Quang Nam was accelerated thanks to the drastic participation of localities. Many difficulties and obstacles were promptly directed by the Provincial Steering Committee to be resolved. Hundreds of new houses were continuously handed over, bringing joy and happiness to the people.

In Nam Tra My district, Mr. Ho Van Cang's household (village 2, Tra Don commune) is one of eight policy families that have just had their new house inaugurated and handed over by the District Military Command (CHQS) within the framework of the program to eliminate temporary and dilapidated houses. Mr. Cang is a demobilized soldier, currently has a wife and young children, and his family's living conditions are very difficult.

Although the State supported us with 60 million VND to build our house, my wife and I were still worried and hesitant because of our difficult circumstances. Fortunately, there was a preferential loan policy so my family was able to complete the house. We are grateful for the attention of the State and society.

Mr. Cang's family's house was completed after nearly 2 months of construction with an area of ​​150m2 , meeting the "3 hard" criteria including 1 living room, 2 bedrooms and a kitchen, with a total cost of more than 100 million VND. In addition to the support of 60 million VND from the temporary housing elimination program, Mr. Cang's family received support from the Ho Chi Minh City Association of Writers and Artists, philanthropists, cadres, soldiers, militiamen, etc.

According to the Military Command of Nam Tra My district, despite difficult weather conditions, roads and means of transporting construction materials encountered many obstacles, but with determination, efforts and active support from officers, soldiers, militia, etc., Mr. Cang's family and many families in Nam Tra My have realized their dream of a new house.

In Phuoc Son district, Ho Van Coc's family (village 1, Phuoc Loc commune) has just moved to a new house. Coc's family is a poor household, previously living in a makeshift thatched house. His house was completed thanks to a support of 60 million VND from the program to eliminate temporary and dilapidated houses and a loan of more than 40 million VND from the Transaction Office of the District Social Policy Bank.

In localities with a large number of temporary houses, immediately after the conference on the implementation of the work of eliminating temporary and dilapidated houses in the province (held on May 20), a peak period of total implementation was launched in the localities.

Mr. Do Huu Tung - Acting Chairman of Dong Giang District said that the locality has called on all levels, sectors and localities to devote all their efforts to the work of eliminating temporary houses. Many solutions have been implemented, including directing the reorganization of construction forces by commune cluster. Specifically, reassigning groups of workers and teams of workers to focus on supporting communes with many remaining houses. At the same time, mobilizing combined military-civilian-medical construction teams (militia, youth union members, local soldiers...) to support working days, especially for single-parent households and households that are unable to build on their own.

Total help to people

Implementing Plan No. 03 dated November 26, 2024 of the Steering Committee for Eliminating Temporary Houses on organizing mass mobilization activities to support human resources to implement the program to eliminate temporary and dilapidated houses in the province, the Provincial Military Command was assigned to support 48 houses, the Provincial Police and the Provincial Youth Union each 40 houses.

Major Pham Quoc Viet - Assistant to the Mass Mobilization Department (Political Department of the Provincial Military Command) said that based on the assigned targets of the Provincial Steering Committee, the Provincial Military Command assigned the task to the Military Commands of Phuoc Son, Nam Tra My, Dong Giang, and Bac Tra My districts to support 48 houses.

Through the implementation, 42 houses have been completed, and 6 houses have started construction. The Military Command of the districts has established teams in charge of each household group to understand the needs and have plans to mobilize appropriate support forces. The assigned personnel are ready to support the people in all stages, from transporting materials to construction, welding, carpentry, etc.

“Up to now, the armed forces officers and soldiers of the whole province have supported more than 2,000 working days to help people. In addition, we also mobilized funds to give gifts and household items when organizing the handover of houses; mobilized businesses to support 9 more houses in Phuoc Son district, each house with 60 million VND” - Major Pham Quoc Viet shared.

Meanwhile, the Provincial Police Department has established a Youth Volunteer Team consisting of 32 officers and soldiers divided into 3 groups to directly participate in supporting human resources and living together (eating, living and working together) with the people in the localities; to date, it has participated in supporting human resources with more than 1,000 working days. In addition to the 40 assigned houses, the Provincial Police Department has mobilized Vietinbank to sponsor 5 billion VND to support the construction of houses for 50 poor households in the province.

Mr. Hoang Van Thanh - Acting Secretary of the Provincial Youth Union shared that the youth of the whole province are strongly responding to the 60-day peak campaign to eliminate temporary and dilapidated houses in the 2025 Summer Youth Volunteer Campaign. To further motivate families in need of temporary house elimination in 3 districts (Bac Tra My, Dong Giang and Phuoc Son), the Provincial Youth Union decided to support each household to build a new house with 5 million VND, and each household to repair a house with 3 million VND, in addition to the support fund according to regulations. In addition, it will support additional construction materials and working days for union members and youth.

“This is the final stage, we aim to complete the target by July 1. The Provincial Youth Union will coordinate with localities and units to coordinate the summer youth volunteer force in the province and Da Nang City to focus on helping people speed up the progress,” Mr. Thanh shared.

The total number of temporary and dilapidated houses in Quang Nam province in the period of 2023 - 2025 approved by the Provincial People's Committee for support in Decision No. 873 dated April 4, 2025 is 11,523 houses. During the implementation process, districts, towns and cities reported and proposed to remove 1,102 houses from the approved list. By June, the whole province had completed 9,945/10,421 houses, reaching 95.43%. The total number of remaining houses to be implemented and completed before September 1, 2025 is 476 houses.
