Continue to enhance the value of OCOP products

On the morning of June 19, Khanh Hoa Provincial People's Committee held a conference to summarize the One Commune One Product Program in 2024 (OCOP Program) and deploy tasks for 2025. Mr. Le Huu Hoang - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Party Committee of Khanh Hoa Provincial People's Committee, along with leaders of relevant departments, branches, localities and hundreds of OCOP entities attended. In the context of rearranging administrative units and building a 2-level local government organization model, the OCOP Program 2025 is facing important changes, promising to create new driving forces but also many challenges.

More than 300 OCOP products

Speaking at the ceremony, Ms. Nguyen Thi Lan - Deputy Director of the Department of Agriculture and Environment affirmed that in recent years, the OCOP Program in the province has recorded encouraging results, demonstrated through the continuous efforts of the subjects and the close direction of the authorities at all levels. In 2024 alone, the whole province had 153 more products of 85 subjects recognized and ranked from 3 stars or higher. Notably, 1 product was recognized by the central government with 5 stars (Tri Tin seaweed), 2 products with 5 stars, proposed by the Provincial People's Committee for central recognition. In addition, there are 27 products with 4 stars and 123 products with 3 stars. This is the result of a persistent process, from the idea generation stage, perfecting the production process to brand development. At the same time, it shows that the quality of the province's OCOP products is increasingly improved, gradually affirming its reputation in the market.

Thus, by 2025, the province will have 309 products with 3 stars or more, including 1 product with 5 stars, 2 products with 5 stars, 43 products with 4 stars and 263 products with 3 stars. Most of the OCOP products are the development and completion process of typical, endemic and high-quality products of Khanh Hoa such as: Agarwood, bird's nest, seaweed, durian, mango, green-skinned grapefruit, coconut, seafood... In addition to fresh food, many products have a deep processing content, meeting the requirements and demands of the domestic and export markets. This is the result of the efforts and product completion of 147 entities, including 59 enterprises, 32 cooperatives, 15 cooperative groups, and 41 business households.

Adapt to enhance value

By 2025, Khanh Hoa OCOP Program aims to standardize and upgrade at least 180 products to 3-4 stars, of which at least 10 products will be recognized as 4 stars or higher. The total estimated budget to implement the plan is more than 19 billion VND.

One of the notable new points of the OCOP Program in 2025 is the change in the work of evaluating and classifying products to adapt to the implementation of 2-level government (province and commune). Accordingly, the province requires the People's Committees of districts, towns and cities to speed up the progress, complete the evaluation and recognition of 3-star OCOP products before June 30, 2025, the expected time when the competent authority will no longer decide at the district level. This change requires more drastic participation from the district-level government in guiding and supporting the subjects to complete the dossier. At the same time, to avoid disruption of production and business activities, localities should proactively organize the evaluation and re-recognition of OCOP products that are about to expire before July 1, 2025 if the subjects have a need.

Speaking at the conference, Mr. Le Huu Hoang acknowledged and praised the efforts of departments, branches, local authorities and especially the participation of OCOP entities in recent years. Promoting the achieved results, in the context of reorganizing administrative units at all levels and building a 2-level local government organization model, the units continue to resolutely direct the OCOP Program, considering this a key political task, a breakthrough in building new rural areas. In addition, strictly comply with the process, strengthen review, encourage and guide people and economic entities to participate in the OCOP Program, ensuring the achievement of the set goals according to the 2025 plan. Linking the development of OCOP products with trade promotion activities, connecting supply and demand, taking care of product output. Ensuring the goal that by 2025, 80% of OCOP products will be available on e-commerce platforms; Build OCOP products associated with tourism, promote on-site consumption through tourists at community eco-tourism sites.

The Standing Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to focus on supporting localities in implementing the OCOP Program throughout the implementation of the two-level local government. Regularly organize inspection, supervision, product management and evaluate the effectiveness after the product is recognized as OCOP; strengthen propaganda, inspection guidance, ensure high-quality products, avoid counterfeit goods, fake goods, and goods that do not ensure quality; effectively organize and implement support policies for implementing the OCOP Program issued by the Provincial People's Council.

In addition, district-level localities are required to speed up the progress, complete the assessment, classification and issuance of decisions to recognize 3-star OCOP products and request the provincial People's Committee to assess and recognize 4-star products before the date the competent authority decides to no longer have a district level (expected before June 30, 2025). Instruct subjects to submit dossiers and organize re-assessment and recognition of OCOP products before the deadline, if the subject has a need. After stabilizing the organization of administrative units, the commune-level People's Committee needs to immediately start implementing to avoid program interruption in 2025.

With the efforts of the subjects, the support, guidance and companionship of relevant authorities, departments and branches, the Khanh Hoa OCOP Program is expected to continue to be an important lever, not only helping to increase the value of local products, but also contributing to the sustainable development of the rural economy.
