How is the progress of metro line 2?

(NLDO)- Site clearance for Metro Line 2 project has reached 99.83%, with only 1 case remaining in District 3.


According to the Ho Chi Minh City Urban Railway Management Board (MAUR), site clearance for Metro Line 2 project has reached 99.83%, with 584/585 cases handed over.

There is also a case of public land, the District 3 Police Headquarters, which is still stuck in legal procedures for handover between the Ministry of Public Security and the Ho Chi Minh City Police. The handover is expected to be completed in the first quarter of 2025.

MAUR has proposed that the People's Committee of District 3 and the District Compensation and Site Clearance Board continue to support the acceleration of land acquisition, compensation and site handover procedures to ensure project progress.

Regarding the relocation of technical infrastructure, according to MAUR, contractors are relocating electrical, telecommunications, water supply and drainage, lighting, and tree systems... at 12/12 station locations and open-cut sections.

However, the progress at the construction site is still slower than planned due to many factors: Construction in a narrow urban area, with many underground works outside the design; some households have works within the project scope that have not been completely resolved; mobilization of human resources and equipment from contractors has not met the requirements despite commitments.

In addition, during the implementation phase, the mobilization of human resources and construction equipment by contractors was slow despite commitments to the investor.

MAUR said it will urge contractors to focus on accelerating construction progress to complete infrastructure relocation in the third quarter of 2025.

Regarding funding, according to MAUR, to date, all main bidding packages of the project have been suspended due to changes in funding sources. Previously, the project was funded by the Asian Development Bank (ADB), the German Reconstruction Bank (KfW) and the European Investment Bank (EIB). However, from the end of 2024, the Ho Chi Minh City government has agreed to use the city budget to implement the next parts of the Metro Line 2 project instead of using ODA capital.

Ho Chi Minh City People's Committee has reported to the Prime Minister about stopping the use of ODA capital and preferential loans for Metro Line 2 project.

Pham Van Bach Station is organizing the relocation of technical infrastructure.

Regarding the bidding process, MAUR has signed a contract with the Project Management Support Consultant (PMSC) to select a contractor for the project control and construction supervision consulting package (CS2B package). The invitation to bid has been issued and extended until August 30, 2024.

Metro Line 2 was approved in 2010 with an initial total investment of VND26,000 billion. By 2019, the project's capital was adjusted to increase to nearly VND47,900 billion. The entire line is more than 11 km long, of which 9.2 km is underground, the rest is elevated and the road leading to Tham Luong depot (District 12).

Metro line 2 is expected to be completed in 2030.
