Implementing online public services when organizing 2-level local government: The National Public Service Portal is a centralized, single "one-window" point

In order to ensure the settlement of administrative procedures (AP) and the continuous and smooth provision of online public services when organizing two-level local governments from July 1, 2025 in accordance with the direction and guidance of the Central Government, on June 6, the Provincial People's Committee issued Document No. 7042 on receiving and settling APs when organizing and arranging two-level governments and deploying the National Public Service Portal as a centralized and single "one-window" point.

With the current district and commune People's Committees expected to cease operations on June 30, the Provincial People's Committee has determined to receive and resolve administrative procedures according to 3 file situations.

In particular, the dossiers received after June 30 will be processed according to the regulations on the 2-level local government model. Regarding receiving and returning the results of settlement, the public administrative service center at the commune level will receive and return the results for the administrative procedures of the district and commune levels before. In addition, according to the guidance of the Government Office and the direction of the Provincial People's Committee, it is expected that this year, organizations and individuals can go to the public administrative service center at the provincial or commune level to submit dossiers and receive the results of settlement for 100% of the administrative procedures under the authority of the local government of the province. Regarding the authority of settlement, the administrative procedures under the authority of the Central Government will be implemented according to the regulations on the 2-level local government and the instructions of the Central Government. The advisory agencies will submit to the Provincial People's Committee for approval or develop internal procedures, temporary electronic procedures to update the Provincial Administrative Procedures Settlement Information System . The new commune-level People's Committee is expected to handle all administrative procedures of the previous district and commune levels. For 18 administrative procedures under the authority of the locality, the Department of Construction will advise the Provincial People's Committee to amend and supplement regulations in the direction of transferring district-level administrative procedures to the commune level. Specialized agencies under the Ninh Thuan Provincial People's Committee will also proactively review and advise the Provincial People's Committee in a similar direction.

For records that are due for settlement before June 30, the People's Committees at the district and commune levels must completely handle them and return the results on time. In cases where they cannot be resolved, the records must be transferred to the final step in the administrative procedure process (the step of waiting for return); attach an apology file, notify the completion of the records and transfer them to the competent authority; hand over the records to the agency receiving the functions and tasks according to regulations. The receiving agency must publicly announce the change of the competent authority, title, and records of administrative procedures on the Provincial Administrative Procedures Processing Information System , the Provincial Electronic Information Portal, the electronic information page of the agency, unit, etc. Records previously received by the People's Committees at the commune level, after reorganization, will be returned with results at the new commune-level public administrative service center. Records previously received by the People's Committees at the district level, after reorganization, will be returned with results at the one-stop department of the receiving agency.

For dossiers received before June 30 but the processing deadline is after June 30, the People's Committees at district and commune levels will transfer the dossier to the "Waiting for return" step and perform the same as in cases where the processing deadline is before June 30 but cannot be processed.

Agencies, units and localities of Ninh Thuan province also receive and resolve administrative procedures according to the 3 situations mentioned above. After the merger of the 2 provinces, continue to maintain receiving and returning results of provincial-level administrative procedures at the Khanh Hoa Provincial Public Administration Service Center and the Khanh Hoa Provincial Public Administration Service Center, Ninh Thuan branch from August 15 to December 31, 2025.

Efforts to ensure smooth reception and resolution

Mr. Nguyen Thanh Ha - Chief of Office of the Provincial People's Committee and Director of the Provincial Public Administration Service Center said that the reception and settlement of administrative procedures after the apparatus reorganization aims to ensure smoothness and no interruptions; not requiring individuals and organizations to resubmit submitted documents; not re-performing steps done before the reorganization and must publicly announce information on changes in agencies and titles with authority to perform administrative procedures; checking the public announcement of progress and results of handling administrative procedures on the Provincial Administrative Procedure Handling Information System to ensure completeness according to regulations.

The Provincial People's Committee Office will preside over and coordinate the upgrading of the Provincial Administrative Procedures Information System to meet professional requirements when arranging 2-level local government; close the Provincial Public Service Portal interface from July 1, 2025, deploy the National Public Service Portal as a centralized, single "one-window" point; provide training on related contents. At the same time, update information and data; decentralize the processing of professional tasks and functions on the National Public Service Portal in accordance with instructions; complete the integration and provision of 100% of online public services on the National Public Service Portal in June; guide the tasks and powers of the commune-level public administrative service center, the Provincial Administrative Procedures Information System ... The new commune and ward preparatory committees urgently direct the strict implementation of digitizing records and results of administrative procedure settlement in accordance with regulations; receive and resolve administrative procedures after the arrangement in accordance with the province's instructions. Agencies must promptly provide the Provincial People's Committee Office with information about agencies, cadres, civil servants, and public employees related to the processing procedures on the Provincial Administrative Procedures Information System or the National Public Service Portal after the arrangement... After merging the two provinces of Khanh Hoa and Ninh Thuan, the new Khanh Hoa Province Administrative Procedures Information System will be used; the Ninh Thuan Province system will be maintained to serve the search of previous records.

To ensure the implementation of administrative demarcation, the province will upgrade and develop the provincial administrative procedure settlement information system in the direction of allowing electronic identification and authentication via VNelD accounts; identifying individuals and organizations coming to perform administrative procedures at public administrative service centers via biometric identification; displaying information to support officers in checking accounts, classifying needs to provide appropriate instructions. Citizens can interact online with professional officers when they are not present via computers located at the one-stop department. The system is also capable of connecting to scanners to update digitized document files; allowing officers to receive, digitize, and transfer administrative procedure records in assigned fields to competent agencies for processing...
