Promoting effective and substantive Vietnam-Japan local cooperation

On the morning of July 29, at the Ministry of Foreign Affairs Headquarters, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu received Mr. Kato Hiroki, Vice President of the Japan-Vietnam Friendship Association of Sakai City, Japan.

Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu received Mr. Kato Hiroki, Vice President of the Japan-Vietnam Friendship Association of Sakai City, Japan.

At the reception, Deputy Minister Nguyen Minh Vu highly appreciated Mr. Kato's positive and persistent contributions in connecting and promoting cooperation between Sakai city and many localities of Vietnam such as Ho Chi Minh City, Da Nang, Hoi An, Quang Ninh, Binh Dinh... through practical activities in the fields of economy , education, culture, labor and people-to-people exchange. In particular, the successful organization of the Hoi An-Japan Cultural Exchange Festival in Sakai in 2014 left a deep impression on the friendly relations between the people of the two countries.

The Deputy Minister affirmed that Japan is currently one of Vietnam's leading economic partners: leading in ODA and labor cooperation, third in investment and tourism, and fourth in trade. Cultural exchange, human resource cooperation and local connections continue to be expanded, developed effectively and substantially. During the recent visit to Vietnam by Japanese Prime Minister Ishiba, the two sides agreed to establish a new pillar of cooperation in science, technology and innovation, towards sustainable development.

In that context, Deputy Minister Nguyen Minh Vu asked Mr. Kato to continue to promote his role as a bridge, promoting cooperation between localities of the two countries, focusing on areas in which Vietnam has demand and Japan has strengths such as high technology, digital transformation, smart agriculture, clean energy and environment.

The Deputy Minister also asked Mr. Kato to closely coordinate with the Vietnamese Consulate General in Osaka in preparing for Deputy Prime Minister Le Thanh Long's working program on the occasion of Vietnam Day at EXPO Osaka 2025 (September 9); at the same time, mobilize the authorities and businesses of the Kansai region to actively attend the first Vietnam-Japan Local Government Summit, scheduled to be held in Quang Ninh on November 4, with the participation of Prime Minister Pham Minh Chinh and senior Japanese leaders.

At the reception, Deputy Minister Nguyen Minh Vu highly appreciated Mr. Kato's positive and persistent contributions in connecting and promoting cooperation between Sakai city and many localities of Vietnam.

On behalf of the Ministry of Foreign Affairs, Deputy Minister Nguyen Minh Vu respectfully thanked Mr. Kato Hiroki and the Japan-Vietnam Friendship Association of Sakai City for their persistent contributions to promoting people-to-people relations and supporting the Vietnamese community in Sakai.

Speaking at the reception, Mr. Kato Hiroki expressed his deep gratitude for the support of the Vietnamese Ministry of Foreign Affairs and relevant agencies in the implementation of cooperation programs between Sakai and Vietnamese localities. He affirmed that he will continue to accompany in promoting substantive cooperation between Sakai in particular and Japanese localities in general with Vietnam, especially in the fields of human resource exchange, education and training development, support for small and medium enterprises, adaptation to population aging and sustainable development at the local level.

Mr. Kato also pledged to closely coordinate with the Vietnamese Consulate General in Osaka to enhance Vietnam's presence and voice in the Kansai region, as well as mobilize the broad participation of Japanese partners in upcoming important activities.
