The above request was made by Prime Minister Pham Minh Chinh in Official Dispatch No. 97 on proactively responding to heavy rain in the North.
The dispatch stated that since the beginning of June, in the Northern provinces, there have been consecutive heavy to very heavy rains, causing localized flooding in Thai Nguyen, Bac Giang , landslides in Yen Bai; in some localities, there have been regrettable cases of human losses due to landslides and carelessness and subjectivity being swept away by floods.
According to the National Center for Hydro-Meteorological Forecasting, from the night of June 26 to 28, the Northwest and Viet Bac regions will continue to have rain with rainfall of 30-80mm, locally over 250mm; from June 28 to July 2, the North may experience heavy rain with rainfall of 100-300mm, locally over 500mm, on the Thao, Lo, Cau, Thuong, Luc Nam rivers and small rivers and streams, there is a possibility of floods with an amplitude of 2-5m, the flood peak is at alert level 1 to alert level 2, some places above alert level 2.
In the conditions of many places having had continuous heavy rain recently, the soil is in a state of water saturation, there is a very high risk of landslides, flash floods in the midlands, mountainous areas and steep slopes, flooding along rivers and streams, local flooding in low-lying areas and urban areas.
To proactively respond to heavy rains, ensure the safety of people's lives, and limit damage to people's and State's property, the Prime Minister requested the Ministry of National Defense and the Ministry of Public Security to direct Military Regions and forces stationed in the area to prepare forces and means to support flood response and rescue work when requested by localities.
Chairmen of People's Committees of provinces and cities in the Northern region direct and organize the timely, drastic, synchronous and effective implementation of tasks and solutions to prevent, combat and overcome the consequences of floods, landslides and flash floods according to local disaster response plans and the direction of the Prime Minister and the Minister of Agriculture and Environment.
In particular, the Prime Minister noted to organize communication work well, update fully and promptly information on the situation and forecast the development of natural disasters so that people can proactively respond, and not let people not know information about natural disasters.
Increase dissemination and guidance for people to recognize signs of natural disasters and measures and skills to respond to each natural disaster situation, especially landslides and flash floods.
Organize a review of residential areas, especially residential areas along rivers, streams, and slopes to promptly detect areas at risk of being affected by landslides, flash floods, and deep flooding to proactively evacuate and move out of dangerous areas when there is heavy rain.
Local leaders need to organize shifts, deploy flood prevention and control work, ensure the safety of dykes and dams according to the alarm level; proactively arrange forces and means to control, guide and support traffic safety, especially through overflows, deeply flooded roads and fast-flowing water.
The Prime Minister directed the Ministry of Agriculture and Environment to organize a shift to closely monitor developments, forecast, warn, and promptly inform authorities and people about floods and natural disasters; proactively coordinate internationally with upstream countries to closely forecast floods and avoid being passive or confused.
The Ministry of Agriculture and Environment proactively directs sectors and localities to deploy natural disaster prevention and control work according to assigned functions and tasks, especially ensuring the safety of dykes, irrigation dams, and limiting damage to agricultural production.
The Ministries of Industry and Trade, Construction and other Ministries and branches, according to their assigned state management functions and tasks, shall proactively direct flood prevention and control work in their fields, paying attention to directing the work of ensuring safety for production, safety of hydroelectric dams, traffic infrastructure and energy.
Also at the request of the Prime Minister, Vietnam Television, Voice of Vietnam, and Vietnam News Agency promptly reported on the natural disaster situation and response direction of functional agencies, and increased dissemination and guidance on measures and skills to respond to floods, landslides, and flash floods for people.
