Deputy Minister of Construction Nguyen Danh Huy worked with Lao Cai Provincial People's Committee on the Lao Cai - Hanoi - Hai Phong railway project.

On the morning of August 17, Deputy Minister of Construction Nguyen Danh Huy and the working delegation had a working session with the People's Committee of Lao Cai province, agreeing on the plan for the Lao Cai - Hanoi - Hai Phong railway project.

The delegation included leaders of the Department of Planning and Finance, the Department of Economics and Construction Investment Management, the Vietnam Railway Authority, the Railway Project Management Board, and the Railway Institute No. 4.

Receiving and working with the delegation, on the Lao Cai province side, there were comrades: Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen The Phuoc, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders and representatives of relevant departments, branches and localities.

The Lao Cai - Hanoi - Hai Phong railway project has a total investment of VND 203,231 billion (equivalent to USD 8.369 billion).

The project starts at the cross-border rail junction (Lao Cai province), ends at Lach Huyen station (Hai Phong city); the main line length is about 390.9 km; the branch lines length is about 27.9 km; runs from West to East, passing through the Red River economic corridor and 6 provinces and cities: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen, Hai Phong.

Investment scale for construction of new electrified railway line, single track, gauge 1,435 mm; general passenger and cargo transportation; design speed 160 km/h for main line from new Lao Cai station to Nam Hai Phong station; design speed 120 km/h for section through Hanoi city hub area; design speed 80 km/h for remaining sections.

According to the pre-feasibility study, the section through Lao Cai province is 143.069 km long, passing through 11 communes and wards with 9 stations, including 1 border station (new Lao Cai), 6 intermediate stations (Bao Thang, Sa Pa, Van Ban, Dong An, An Thinh, new Yen Bai), 2 train-stay stations (Chau Que Thuong, Y Can).

The total land acquisition area is about 1,467.25 hectares; the total number of households needing resettlement arrangements is about 1,848 households; the number of resettlement areas is 45; the total estimated cost of site clearance is about 8,229 billion VND, of which the investment cost of resettlement areas is about 928 billion VND.

Component 1 project to build infrastructure connecting the station and the station square has been surveyed since early August 2025, with technical design and contractor selection expected to be completed in the fourth quarter of 2025, to start construction of all packages simultaneously on December 19, 2025.

At the meeting, representatives of Railway Institute No. 4, the consulting unit, presented the plan to adjust the location and arrangement of stations of the Lao Cai - Hanoi - Hai Phong railway project.

The proposed plan includes 9 stations, including 1 border station (Lao Cai Nam), 5 intermediate stations (Bao Thang, Van Ban, Dong An, An Thinh, Yen Bai Nam) and 3 train-stay stations (Sa Pa, Chau Que Thuong, Y Can). Compared to the plan in the initial Pre-Feasibility Study Report, the Lao Cai section has 10 major changes, mainly in areas such as: Lao Cai Nam, Bao Thang station, Sa Pa station, Van Ban station, Dong An section, An Thinh station, Y Can section and Yen Bai Nam station.

The reasons for the adjustment are to avoid landslides, minimize site clearance, optimize construction conditions, avoid fault zones, and adjust station location, scale and layout.

Representatives of departments, branches and localities gave their opinions on the route plans to adjust station locations: An Thinh station section, Lao Cai Nam station, Sa Pa, Yen Bai, section CK15+300~CK23+300, Y Can section (CK120+000~CK126+500).

At the same time, analyze the advantages and disadvantages of the adjusted route plan to avoid landslides, avoid site clearance, optimize construction conditions; avoid fault zones; adjust locations, stations, etc.

Commenting on the plan to adjust the route and station location, Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Lao Cai Provincial People's Committee, said that each plan has different advantages and disadvantages. The proposed new location will create a large-scale Yen Bai station, convenient for connecting infrastructure, but the station needs to be moved to suit the province's industrial park development plan.

Therefore, Chairman of the Provincial People's Committee Tran Huy Tuan requested the Ministry of Construction to direct units to coordinate with departments, branches and localities of Lao Cai province to conduct field surveys, clearly determine the location, coordinates and direction of the route to find the most suitable solution, ensuring favorable conditions for the locality during the project implementation process.

Speaking at the meeting, Deputy Minister of Construction Nguyen Danh Huy acknowledged the efforts of the Railway Project Management Board and Lao Cai province in coordinating preparations.

He requested to focus on removing obstacles in site clearance, urgently completing resettlement areas, green spaces, and access roads to ensure progress and quality at stations; in which, the focus is on the need for collective consideration and assessment of impacts, difficulties, and challenges in project implementation, especially site clearance and urban planning.

Previously, Deputy Minister of Construction Nguyen Danh Huy and his delegation inspected the new Yen Bai station (Au Lau ward). This is considered an important transit point, with an area of nearly 10 hectares, playing a connecting role between the Northwest region and the center of the Northern midland region.

The scale of the road connecting to the station is about 3,700m long; the preliminary clearance area is about 96,915 m²; no separate station square is arranged in this phase. The station location is adjusted compared to the pre-feasibility plan to suit the route direction and planning.
