Due to the impact of storm No. 3, the Hanoi - Lao Cai railway line was severely damaged; 15 locations had trees and communication poles fall onto the railway; many locations were flooded deeply and flowed rapidly, causing erosion of the rock foundation, roadbed, landslides of the roadbed slope, soil and rocks washing over the roadbed and railway ditches (there were about 20 flooded locations and over 45 landslides of the roadbed).

In addition, about 15 trees and structures fell on the railway signal lines. 12 manned level crossings were flooded, monitoring equipment was damaged, and about 24 batteries were discharged. Signal equipment at Yen Bai station was flooded, and due to the rapid rise in water, some equipment such as control stations, generators, and some outdoor equipment could not be dismantled and relocated in time.

As of September 14, the railway was still paralyzed, with 18 trains canceled due to the impact of storm No. 3.

The leader of Yen Lao Railway Joint Stock Company said that the entire area managed by the company from Yen Bai to Lao Cai has 47 flooded and landslide points. All points are being fixed with the spirit of fixing the problem right there to quickly clear the road.

The last point was at Km162 (Nga Quan commune, Tran Yen district, Yen Bai province) which was flooded over 2m deep. After the water receded, a 60cm high layer of mud covered the entire railway, over 1km long. Yen Lao Railway Joint Stock Company mobilized human resources to quickly fix the problem and clear the entire route.

By 10:40 this morning, the worst point at Km162 was cleared, the road was cleared, and the entire route was cleared for trains to run at 5km/h. Immediately after the route was cleared, the train carrying relief goods from the southern provinces departed.

Mr. Dang Sy Manh, Chairman of the Board of Members of Vietnam Railway Corporation, said that this is only the first step to clear the road. The railway will continue to inspect and evaluate to have the next repair plan.
