Construction of Bien Hoa - Vung Tau Expressway Project faces difficulties due to heavy rain

The rainy season has come early and heavy rain has greatly affected the construction of the Bien Hoa - Vung Tau Expressway Project through Dong Nai province. In particular, the roadbed construction work is being most affected by the recent heavy rain.

Heavy rain makes it difficult to construct roadbed

To construct the Bien Hoa - Vung Tau Expressway Project through Dong Nai Province, contractors need about 5.4 million m3 of fill soil to serve the construction of the roadbed. Recently, the Provincial People's Committee has accelerated the licensing of soil mines to serve the construction of this project.

According to the Provincial People's Committee, regarding the source of fill soil for the construction of the Bien Hoa - Vung Tau Expressway Project, the Provincial People's Committee has received and processed the issuance of Group IV mineral exploitation licenses for the documents proposed by the investor and contractor. Therefore, the source of fill soil has ensured sufficient volume for the construction of the project.

When the problems with the source of basic earthwork materials were resolved, weather conditions became the next obstacle affecting the construction progress of this project, especially the roadbed embankment work.

The Bien Hoa - Vung Tau Expressway Project through Dong Nai province is 34km long, divided into 2 component projects, including: Component Project 1 is about 16km long, Component Project 2 is about 18km long.

Construction Corporation No. 1-CTCP (CC1) is the contractor for more than 3km of Package No. 21, Component Project 1, Bien Hoa - Vung Tau Expressway Project. According to the contractor's representative, to construct the roadbed of the above section, more than 420,000 m3 of fill soil is needed. In May 2025, when the source of fill soil and favorable weather conditions are available, the unit can fill an average of about 6,000 m3 of soil per day. However, since the beginning of June, when it rains heavily, the contractor's daily fill output has only been about 2,000 m3.

"When the embankment arrived at the construction site and encountered rain, it became soft and overflowed, greatly affecting the construction work," said Mr. Tran Van Pha, representative of contractor CC1 in charge of the Bien Hoa - Vung Tau Expressway Project.

Similarly, at Project Component 2, although many contractors have sufficient soil resources, the construction of the foundation has been very slow since the beginning of June 2025. The reason is that there has been a lot of rain, the construction site roads are muddy, and the means of transport cannot move.

A representative of the Vietnam Construction and Import-Export Corporation (Vinaconex), the contractor of the nearly 6km section of the road, part of package 10, said that the construction unit needed to fill more than 900,000 cubic meters of soil for the section, and has so far filled more than 80%. Due to heavy rains in the past, the contractor could only take advantage of favorable weather to fill the roadbed.

Mr. Nguyen Linh, Deputy Director of the Provincial Construction Investment Project Management Board, investor of Component 1 of the Bien Hoa - Vung Tau Expressway Project, also said that the heavy rain has affected the roadbed construction work of contractors.

Rolling construction to ensure progress

The Bien Hoa - Vung Tau Expressway Project is a national key project, which has been required by the Prime Minister to be completed for technical traffic by the end of 2025. Therefore, facing difficulties caused by heavy rain, contractors are implementing construction solutions suitable to weather conditions to ensure project progress.

Mr. Tran Van Pha said that currently, for the main route in the section under the contractor's responsibility, the remaining amount of earthwork that needs to be completed is about 10,000 m3. In addition to taking advantage of the sunny weather to carry out the construction, the contractor is taking samples of weathered rock at two quarries in Dong Nai province to consider using roadbed fill instead of earth fill. If suitable, the embankment construction will be more convenient in rainy weather conditions. On the other hand, the contractor has also prepared a source of stone to serve the construction of aggregate for the sections where the embankment work has been completed.

"The target of opening the main route to traffic before December 19, 2025 as required by the Provincial People's Committee has not changed, so the contractor must make efforts to meet this schedule," said Mr. Pha.

According to Project Management Board 85 ( Ministry of Construction ), the investor of Project Component 2, Bien Hoa - Vung Tau Expressway Project, in the rainy weather conditions as in the past, contractors have proactively prepared sufficient human resources and machinery, taking advantage of the sunny weather to speed up the construction progress of the roadbed. At the same time, contractors are implementing the construction of crushed stone aggregate, cement-reinforced crushed stone aggregate (CTB), and asphalt concrete pavement to meet the project's progress requirements.
