Removing difficulties and obstacles for power projects

On July 17, Mr. Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee chaired a meeting with leaders of relevant departments and branches to listen to reports and discuss solutions to remove obstacles for renewable energy projects according to Resolution No. 233 on the Government's regular meeting in November 2024, operating power projects under Power Plan VII, adjusted Power Plan VII and projects under Power Plan VIII, adjusted Power Plan VIII of the province.

According to the report of the Department of Industry and Trade, the group of renewable energy projects under Resolution No. 233 has basically resolved land management procedures for wind power and solar power projects. However, there are still 222 rooftop solar power projects on agricultural and forestry land that need to be further reviewed and processed. Regarding the operating power projects under the Power Plan VII, the province has 4 large-scale solar power projects, playing an important role in economic and energy development. Although they have generated commercial electricity, these projects are facing difficulties because they have not been updated in the land use planning and the Provincial Planning for the period 2021 - 2030 with a vision to 2050, leading to a lack of legal basis for connection, signing of power purchase contracts, as well as land, financial and operational management procedures.

Regarding projects under the Power Plan VIII and the adjusted Power Plan VIII, the province has 107 projects with a total capacity of nearly 16,536 - 18,936 MW. Up to now, only 14 projects (capacity of 4,249 MW ) have been granted investment policies, 2 projects of Ninh Thuan Nuclear Power Plant 1 and 2 (4,000 MW to 6,400 MW) are in the process of completing legal procedures to adjust investment policies; 91 projects (nearly 8,287 MW) have not yet selected investors. The main reason is the difference in the bidding process and document preparation between the two provinces before the merger, causing difficulties in standardizing procedures according to new regulations. From this reality, the Department of Industry and Trade recommends that the Provincial People's Committee soon clearly define the responsibility for handling each group of projects; At the same time, propose the Ministry of Industry and Trade to update the planning and issue appropriate price mechanisms to remove bottlenecks and promote the development of renewable energy.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang affirmed that for the province's economy to grow by double digits, energy will be a very important pillar. Therefore, it is necessary to quickly remove obstacles and difficulties so that projects can soon come into operation. He requested the Department of Industry and Trade to review the results of handling difficulties for the project group according to Resolution No. 233 before reporting to the Government; at the same time, advise on unifying the bidding process, selecting investors and preparing pre-feasibility study reports in the electricity sector. For projects facing difficulties due to planning adjustments, departments and branches must proactively coordinate with investors to implement other procedures in advance while waiting for the planning to be approved.
