2024 is the third consecutive year that Thai Binh city has led districts and cities in the ranking of the Department, Sector and Local Competitiveness Index (DDCI). This result demonstrates the efforts of the city's Party Committee and government in innovating, improving the effectiveness of directing and implementing solutions to improve the investment and business environment; the attention to grasping and promptly removing difficulties and obstacles for enterprises in production and business; and realizing the goal of building a government that serves the people and businesses.

To maintain the above position, from the beginning of the year, based on the direction of the province, the city has implemented synchronous and effective solutions. In particular, the focus is on reforming administrative procedures; applying information technology in the management and handling of administrative procedures with investors and enterprises to minimize the costs of time and finance for investors and enterprises when carrying out administrative procedures at agencies and units. Reforming the civil service and public servant regime; enhancing the sense of responsibility of cadres, civil servants and public employees in performing their duties and public duties; strengthening inspection and supervision of the implementation of discipline, administrative discipline, culture and civility of offices for cadres and civil servants; improving the operational efficiency of the reception and return of results departments of wards and communes; gradually modernizing the administration, perfecting institutions, reforming the organizational apparatus; Promote investment attraction, improve business environment, create open, transparent and equal environment for businesses.
In particular, the city is interested in the component index of dynamism and pioneering of local government, and has requested leaders of specialized departments, People's Committees of wards and communes to proactively resolve issues within their authority; not to shirk responsibility. Promoting the dynamism and creativity of leaders at all levels in implementing policies.

According to Mr. Vu Manh Hoan, Chairman of the City Business Association, in recent times, the city has increased dialogue between leaders of Party committees and authorities with local businesses to grasp the thoughts, aspirations and proposals of the business community. In addition, the city directed departments, offices, wards and communes to step up propaganda to people and businesses about digital transformation and online public services, online payment in performing administrative procedures; supporting businesses in accessing land, production and business premises; doing a good job of compensation, supporting site clearance, and supporting resettlement to implement projects.
DDCI is a measure of the business community's assessment of departments, branches and localities. To maintain and improve these indicators in the coming years, the city clearly defines the responsibilities of leaders in organizing and implementing Party policies and State laws; ensuring consistency in implementing policies and guidelines; promoting the dynamism and creativity of leaders at all levels to support and develop businesses.
Mr. Nguyen Van Duc, Vice Chairman of the City People's Committee, said: Based on the results of 2024, the city directed to continue to maintain and promote the component indicators that have achieved high scores. At the same time, seriously review and evaluate to improve the component indicators that have not met the requirements. The ultimate goal of DDCI is for people, businesses, and state management agencies to work together to build and create an open and favorable investment, production and business environment; help economic sectors develop and make a breakthrough in the city's socio-economic development in the coming time.
