The Council also has members representing the Vietnam Historical Science Association; Dien Bien Provincial People's Committee; Vietnam National Administration of Tourism; representatives of the Ministry of Construction; Ministry of Finance; Ministry of Agriculture and Environment; National Museum of History; Vietnam Military History Museum; Department of Planning and Finance, Ministry of Culture, Sports and Tourism; Department of Culture, Sports and Tourism of Dien Bien Province; Department of Cultural Heritage and administrative secretariat.
The Council for Appraising the Planning for Preservation, Restoration and Restoration of the Dien Bien Phu Battlefield National Special Relic is responsible for appraising the Planning for Preservation, Restoration and Restoration of the Dien Bien Phu Battlefield National Special Relic, Dien Bien Province, synthesizing the report of results and submitting it to the Ministry of Culture, Sports and Tourism for consideration and decision. Previously, the Department of Culture, Sports and Tourism of Dien Bien province sent document No. 2411/SVHTTDL-QLDSVH to the Ministry of Culture, Sports and Tourism regarding the completion and supplementation of documents and files on the Planning for the preservation, restoration and rehabilitation of the Dien Bien Phu Battlefield National Special Historical Relic.

Accordingly, the Department of Culture, Sports and Tourism of Dien Bien province has coordinated with the consulting unit and related units to synthesize, research, receive, explain and complete the dossier of the Planning for the preservation, restoration and rehabilitation of the Dien Bien Phu Battlefield National Special Historical Relic according to the participation and comments of the Ministries, branches and central agencies. At the same time, it advised the People's Committee of Dien Bien province to issue Official Dispatch No. 3080/UBND-KGVX dated June 27, 2025 to the Department of Culture, Sports and Tourism on completing the dossier of the Planning for the preservation, restoration and rehabilitation of the Dien Bien Phu Battlefield National Special Historical Relic.
In addition, implementing Resolution No. 1661/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Dien Bien province in 2025, the Department of Culture, Sports and Tourism of Dien Bien province will review and update the names and place names of the special national relic sites of Dien Bien Phu Battlefield, Dien Bien province from July 1, 2025.
