Ministry of Public Security works with Hai Phong City People's Committee on support for responding to storm No. 3
In Hai Phong City, the Ministry of Public Security's Working Group led by Major General Nguyen Dinh Hoan, Deputy Director of the Fire Prevention and Rescue Police Department - Ministry of Public Security, authorized by Lieutenant General Dang Hong Duc, Deputy Minister of Public Security, Head of the Steering Committee for Disaster Response/Ministry of Public Security, had a working session with the People's Committee of Hai Phong City on supporting the city in responding to storm No. 3 (WIPHA).
Implementing the Prime Minister's direction in Official Dispatch No. 117 dated July 20, 2025 on urgently deploying emergency response to Storm No. 3, the Ministry of Public Security has established a Working Group in coordination with Hai Phong City to prevent and combat Storm No. 3 (WIPHA).
Implementing the directive of General Luong Tam Quang, Politburo member, Minister of Public Security on the establishment of the Forward Command Committee to respond to Storm No. 3, Lieutenant General Dang Hong Duc, Deputy Minister of Public Security, is the Head of the Steering Committee; the Fire Prevention and Rescue Police Department is the Standing Head of the Forward Command Center.
The forward command committee was established at the Hai Phong City Administrative Center, including the following units: Office of the Ministry of Public Security; Mobile Police Command; Department of Administrative Police for Social Order; Traffic Police Department; Department of Equipment and Logistics; Department of Telecommunications and Cryptography; Department of Information Technology; Department of Health .
The units coordinate with the People's Committee of Hai Phong City and the Hai Phong City Police to direct the response to Storm No. 3, proactively monitor and regularly summarize the storm situation, promptly report to the leaders of the Party, the State, and the leaders of the Ministry of Public Security on serious and complicated cases, and at the same time, review and propose resource allocation, support localities to immediately overcome the consequences of storms, floods, landslides, etc. according to the functions of the Public Security force.
To proactively respond to the storm, a number of specialized units under the Ministry of Public Security and the Public Security of provinces and centrally-run cities in the Northern region and coastal areas from Quang Ninh to Ha Tinh are ready with more than 70,000 comrades (nearly 8,800 traffic police officers, 5,100 fire and rescue police, 6,250 mobile police, more than 50,000 commune police at nearly 800 key traffic points) and nearly 1,100 water vehicles, more than 7,100 land vehicles, 3,400 generators, nearly 95,000 life jackets, life buoys, 1,900 tents of all kinds to respond to storms and heavy rain.
