At 10:15 a.m. on July 22, Ban Ve Hydropower Company received an order to operate the reservoir to reduce flooding downstream according to Official Dispatch No. 121/BCH-PCTT of the Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense of Nghe An province.
This directive was issued based on the Hydro-Meteorological Forecast Bulletin No. 03/ĐNA-DB issued by the Nghe An Province Hydro-Meteorological Station on the same day, forecasting that the maximum flood flow into Ban Ve Lake in the next 24 hours could reach 3,000 m³/s.

In order to implement the above instructions, Ban Ve Hydropower Company has issued Notice No. 162/TB-TDBV, informing about the plan to operate the regulated discharge to reduce pressure on the downstream. According to the plan, the company will start opening the spillway from 4:00 p.m. on July 22.
The total discharge flow downstream (including the flow through the generator and the spillway) will fluctuate from 300 m³/s to 1,600 m³/s and will be flexibly adjusted depending on the actual flow of water into the lake.
Ban Ve Hydropower Company requests functional agencies, local authorities and people in downstream areas to raise vigilance, proactively deploy prevention plans, to minimize damage caused by floods.

With its multi-purpose mission, Ban Ve Hydropower Plant is not only a power generation project but also plays the role of a solid “shield”, contributing to the safety of the downstream area during the flood season. Therefore, the operation and regulation of the reservoir is always put first, becoming a special concern of both local authorities and management units.
Ban Ve Hydropower Reservoir has a water surface area of over 5,000 hectares, with a total storage capacity of up to 1.83 billion m³. To ensure accurate and timely monitoring of water resources, since 2018, Ban Ve Hydropower Company has installed 13 automatic rain monitoring stations around the plant and reservoir area. At the same time, the company has proactively collected data from 22 hydrometeorological monitoring stations in Laos - the upstream country, thereby forming a comprehensive information system, effectively serving the operation of the reservoir, ensuring the safety of the project and minimizing flood damage to the downstream area.
