Focus on removing 5 shortcomings and limitations in combating IUU fishing

On the morning of July 2, Comrade Lai Van Hoan, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee chaired a meeting of the Steering Committee on combating illegal, unreported and unregulated (IUU) fishing in the province.

According to the report, up to now, the total number of fishing vessels in the province that have registered and entered into the national fishing vessel data software VnFishbase is 707, of which 164 vessels have been installed with voyage monitoring equipment and granted food safety certificates. In recent times, the Provincial Party Committee and the Provincial People's Committee have focused on directing resolutely and closely to effectively implement the task of combating IUU fishing; departments, branches, units and localities have organized the implementation of solutions to combat IUU fishing, demonstrating the political determination of the province, thereby enhancing the role and responsibility of the heads of departments, branches, units and localities. Specifically, functional branches and localities have launched peak campaigns in April to patrol, control and strictly handle fishing vessels violating IUU fishing; investigate, verify and handle fishing vessels violating seafood exploitation according to regulations. As a result, through monitoring on the fishing vessel monitoring system, the number of fishing vessels violating the route disconnection was 186/72 vessels, of which fishing vessels with the longest length of 24m or more were 51/12 vessels, and vessels with a length of 15m to under 24m were 135/50 vessels. The authorities have verified and advised on handling 3 cases of fishing vessel owners violating the route disconnection with a fine of 75 million VND.

After listening to the opinions of the delegates attending the meeting, the Vice Chairman of the Provincial People's Committee acknowledged the efforts and changes in combating IUU fishing in the province. To overcome the shortcomings and limitations in implementing the targets and tasks on combating IUU fishing, especially the 5 remaining issues that were pointed out by the Inspection Team of the Ministry of Agriculture and Rural Development during the inspection in January 2024, he requested relevant departments, branches and localities to focus on implementing strong measures to prevent and not let fishing vessels continue to violate the fight against IUU fishing. In particular, focusing on propaganda to fishermen and organizations, especially on Directive No. 32-CT/TW dated April 10, 2024 of the Secretariat; Resolution No. 52/NQ-CP dated April 22, 2024 of the Government; plans of the Provincial Party Committee, Provincial People's Committee... Resolutely and strictly handle ship owners and captains who violate the regulations on disconnecting the journey monitoring equipment; fishing in the wrong area, violating the fishing logbook; prevent fishing vessels from illegally crossing the border in foreign waters; regularly update the province's fishing vessels anchoring and departing at fishing ports outside the province for monitoring, supervision and control. Coastal localities need to coordinate with relevant sectors and units to strengthen inspection, control, and record administrative violations of IUU fishing, especially fishing vessels entering and leaving ports without notification, not submitting fishing receipts, and violating regulations on journey monitoring equipment. Resolutely and strictly handle violations according to the authority prescribed by law.
