In recent times, Quang Ninh has always prioritized resources for infrastructure investment to expand development space. Typical examples include the expressway running along the province from Hai Phong to Mong Cai, Bach Dang Bridge, the riverside road connecting Ha Long - Hai Phong expressway to Dong Trieu, the Ha Long - Cam Pha coastal road, Binh Minh Bridge, Love Bridge, etc., along with many projects linking the region and connecting regions with Hai Phong , Lang Son, etc.
To effectively exploit the advantages of each locality and region, especially after the merger of communes and wards, implementing a two-level local government, Quang Ninh continues to develop policies and implement key projects to create breakthrough development. Recently, the Standing Committee of the Quang Ninh Provincial Party Committee held a meeting to listen to reports on proposed research and investment in major projects. These include the Northwest Coastal Road Project of Cua Luc Bay connecting from Troi 2 Bridge through Tinh Yeu Bridge and connecting to National Highway 279; the Coastal Road Project extending from Tran Quoc Nghien Street through Binh Minh Bridge to Bang Bridge. The total investment of the two projects is expected to be nearly 5,500 billion VND.
These are two traffic projects of great significance to the completion of urban infrastructure, creating a driving force to attract investment in developing new urban areas, developing tourism services in the northern area of Cua Luc Bay, and at the same time, rationally exploiting the potential and advantages of land, promoting socio-economic development. Therefore, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, requested the Provincial Party Committee and People's Committee to continue completing investment preparation procedures to be able to start construction as soon as possible. Along with that, continue to study projects to synchronously connect traffic in the area around Cua Luc Bay, thereby preparing the necessary conditions to promote the disbursement of public investment capital in 2026 as well as the entire period of 2026-2030.
Not only focusing on investing in synchronous transport infrastructure, Quang Ninh province has also previously called for investors to study and invest in 3 projects with beautiful locations on the shore of Cua Luc Bay. Of which, the urban area north of Cua Luc Bay has an expected area of 45 hectares, with an investment capital of about 2,300 billion VND; the ecological urban area north of Cua Luc Bay has an expected area of about 130 hectares, with a total investment capital of about 6,700 billion VND; the urban area east of Cua Luc 2 bridge, an area of about 50 hectares, with an investment capital of about 2,600 billion VND.
According to the plan, Cua Luc Bay will be a new multi-polar connection center, in harmony with the World Natural Heritage of Ha Long Bay and the northern mountainous areas of Ha Long. Cua Luc Bay and the northern area of Cua Luc Bay are new urban areas, developing eco-tourism, cultural, entertainment, high-tech industry services, etc. Urban development areas around Cua Luc Bay are controlled to create landscape space around the bay. Manage the water surface of Cua Luc Bay to arrange waterways, ship and boat anchorage areas, entertainment areas on the water surface, ensuring the development of underwater ecosystems. Protect and expand the area of mangrove forests into flooded ecological parks; develop specialized parks, golf courses and services, tourism.
It can be seen that Quang Ninh province has been and is having policies to promote investment and attract investment in the area north of Cua Luc Bay, expanding new development space, thereby creating more room for the locality, especially the communes and wards after the merger, to have the opportunity to develop more strongly in the coming time.
