General Secretary To Lam: Strengthening solutions to build a strong Army

Party work and political work are the "soul and lifeblood" of the Army.

At the working session, General Trinh Van Quyet, Director of the General Department of Politics of the Vietnam People's Army, reported on the results of the implementation of Party and political tasks in the first 6 months of 2025 and key tasks in the coming time. Notably, he directed the synchronous implementation of solutions to improve the quality and effectiveness of political education and ideological leadership; closely and seriously organized the dissemination, study and research of resolutions, directives and conclusions of the Central Committee, the Central Military Commission, and the Standing Committee of the Central Military Commission at all levels for cadres, party members and the masses; information and propaganda work on new and historic policies and guidelines, especially the revolution in reorganizing the apparatus and administrative units, and the "four pillars" resolutions to bring the country into a new era. The General Department of Politics and political agencies have propagated the protection of the Party's ideological foundation; political events of the country, military missions, national defense, defense diplomacy, contributing to spreading the image of the Army, country, and Vietnamese people to the people and international friends...

Regarding the tasks in the coming time, the General Department of Politics and political agencies, political cadres of the entire army will continue to proactively research and forecast strategies to advise and propose policies and solutions to build a politically strong Army; regularly grasp the ideological situation, public opinion of cadres, soldiers and people, especially after implementing the two-level local government and arranging a lean, compact and strong local military organization; coordinate well in organizing activities to celebrate the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam; step up propaganda and education for the entire army to be unified in will and action in implementing the Party's new breakthrough policies and decisions and the goal of building a modern Army...

Next, the delegates expressed their opinions in unanimity assessing the role of Party and political work in the growth and development of the Vietnam People's Army over the past years and proposed solutions to further strengthen coordination between the General Department of Politics and central departments and branches.

Speaking at the working session, General Secretary To Lam, Secretary of the Central Military Commission, emphasized that the General Department of Politics of the Vietnam People's Army is a particularly important strategic advisory agency, undertaking party and political work in the entire army. This is a field of work with a leading position and role in the Army. Over the past 80 years, the General Department of Politics has continuously promoted its glorious tradition, performed well its position, role, functions, tasks, advised, proposed, and directed the resolution of a huge amount of work, and implemented well the motto "Where there are soldiers, there are party and political activities", making party and political work truly the "soul and lifeblood" of the Army.

On behalf of the Party, State and Central Military Commission leaders, the General Secretary acknowledged, highly appreciated and warmly commended the results that the General Department of Politics has achieved in recent years and the first 6 months of 2025.

In the new context and conditions, the General Secretary requested that the General Department of Politics actively study, advise, and continue to perfect the Party's leadership mechanism, ensuring the maintenance and continuous enhancement of the Party's absolute and direct leadership in all aspects over the Army and the cause of national defense and protection of the Fatherland. This is both a task and a matter of principle in building the People's Army.

The General Department of Politics needs to study and advise the Central Military Commission to propose to the Politburo and the Secretariat to strengthen the role, responsibility and authority of the Central Military Commission in directing the implementation of military and defense tasks for the political system and nationwide, ensuring that the implementation of this special task is unified, quick, and timely handled, and victorious in all situations that arise.

The General Department of Politics needs to thoroughly grasp and seriously and effectively implement the Party's military and defense guidelines, especially the resolutions, directives, conclusions and regulations of the Central Executive Committee, the Politburo, the Secretariat and the Central Military Commission on military and defense, on building the Vietnam People's Army, consolidating national defense and protecting the Fatherland. On that basis, direct, thoroughly grasp and implement with real quality throughout the entire army; it is necessary to thoroughly grasp and seriously implement throughout the entire army, bring into full play the leadership role of Party organizations in the Army, and bring into full play the role of political agencies at all levels in the entire army.

Improve the overall quality and combat strength of the Army

The General Secretary requested that the General Department of Politics direct the entire army to strengthen solutions to build a politically strong army, closely connected with the people, especially building political and spiritual factors, as a basis for improving the overall quality and combat strength of the army. In the face of the emergence of new types of warfare, new combat environments, new strategic spaces, new methods of conducting warfare, especially high-tech warfare, building political and spiritual factors for troops becomes especially important, ensuring that officers and soldiers dare to face difficulties, challenges, and the fierce nature of war; believing in the Vietnamese military art so that troops dare to fight, know how to fight, are determined to fight, and defeat all invaders.

The General Department of Politics needs to direct the entire army to continue to be proactive and take the lead in protecting the ideological foundation, fighting against erroneous, hostile, and opportunistic political views, contributing to maintaining the Party's ideological position in the Army, protecting the Party, the State, the people, and the regime against the enemy's plots, tricks, and sabotage methods...

The General Department of Politics advises and directs the building of a party organization system, associated with building a strong contingent of cadres and party members, meeting the increasingly high requirements of the cause of national defense; continues to advise, direct, and synchronously implement solutions to build a clean, strong party organization system in the Army, with high leadership capacity and combat strength. The work of arranging and assigning cadres must be carried out carefully, objectively, accurately, strictly following the principle of democratic centralism in cadre work; must select the right cadres with virtue, talent, heart, vision, and prestige to assume leadership, command, and management positions in agencies and units in the Army and in the national political system.

The General Secretary noted that in carrying out personnel work, it is necessary to closely combine ideological work, organizational work, and policy work, pay attention to implementing well policies for the Army and the Army's rear, social insurance and health insurance policies for soldiers and their relatives; it is necessary to direct Party committees, agencies, and units throughout the army to do a good job of protecting internal politics, not to be negligent or lose vigilance so that hostile forces and bad elements can infiltrate to sabotage the Party, the State, and the Army; pay special attention to training and fostering cadres so that cadres who are recommended for rotation planning not only have military and defense knowledge but also have a deep understanding and capacity to manage, direct, and operate in the fields of economics, culture, society, and foreign security.

The General Department of Politics must coordinate well with the General Staff to effectively carry out military and defense strategy consulting, propose and direct the promotion of solutions to build a modern army in the coming years, first of all building modern people; building human resources, especially high-quality human resources in the army; continue to effectively implement the Project and policies to attract and promote talents of the Vietnam People's Army until 2030, with a vision to 2050; focus on educating and training "elite and strong" officers and soldiers in both politics and military. Each officer and soldier must have truly solid political will, be good at techniques and tactics, master new and modern weapons and equipment, have innovative thinking, have digital skills and master digital platforms, understand military art and the ability to coordinate operations, have good health and endurance, and meet the special requirements of military operations.

The General Secretary emphasized that building a strong and comprehensive General Department of Politics is a truly exemplary agency in the entire army and nationwide, in which the core is to build a strong cadre team with qualities and capacities to meet the requirements of the strategic staff agency on party and political work. The cadre team must be selected from the exemplary cadres in the entire army with political qualities, ethics, and exemplary behavior, with sharp and astute thinking, and with the capacity to advise, direct, and organize party and political work. The General Department of Politics needs to advise and direct the effective promotion of the role of judicial agencies in the Army, contributing to maintaining and upholding discipline, order, preventing and combating corruption, waste, negativity, and preventing violations and crimes in the Army; proposing and directing the construction and development of Army press agencies to effectively serve the provision of information and propaganda.

The General Secretary directed that it is necessary to advise the Central Military Commission to organize well the Party Congresses at all levels, especially the 12th Party Congress of the Army for the 2025-2030 term. The General Department of Politics needs to advise on drafting a political report to be submitted to the Congress, ensuring it is concise and succinct, identifying major policies on building the Army, strengthening national defense, and protecting the Fatherland. Each policy and decision of the Congress must be highly feasible, quickly put into practice, thoroughly resolve practical issues, and resolutely oppose all formalism in drafting documents.

The General Department of Politics needs to strictly implement the Central Committee's guidance on personnel work, personnel work for Party Congresses at all levels, and carefully review high-ranking personnel to introduce for election to the next Central Executive Committee. High-ranking military officers participating in the Central Executive Committee must be truly outstanding cadres with high prestige in the entire Party. The Military Party Congress must be a model Congress, setting an example for other Party Committees to follow.

The General Secretary believes that under the absolute leadership of the Central Executive Committee, the Politburo, the Secretariat and directly and regularly by the Central Military Commission, promoting the rich tradition and glory of more than 80 years of construction, development and growth, the General Department of Politics will continue to perform its functions well, as the agency in charge of Party work and political work in the entire army, successfully carrying out all assigned tasks, contributing to building a regular, elite and modern revolutionary people's army together with the entire Party and people to build and develop a rich, prosperous, civilized and happy country and firmly protect the socialist Vietnamese Fatherland in the new era.
