Perfecting legal regulations on press management and development

The Press Law Project (replacement) will perfect legal regulations on press management and development, meeting the requirements of new situations and contexts, especially the development of digital technology and modern media.

On July 23, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law-making in July 2025 to review and comment on 8 law-making contents, including 7 draft laws and the Government's proposal on the 2026 Legislative Program.

Attending the meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee; Ministers, Heads of ministerial-level agencies and Government agencies; leaders of ministries, ministerial-level agencies and Government agencies.

At the meeting, the Government considered and discussed 8 contents: Draft Law amending and supplementing a number of articles of the Law on Judicial Records; Draft Law amending and supplementing a number of articles of the Law on Drug Prevention and Control; Draft Law on Vietnam Civil Aviation (replacement); Draft Law on E-commerce; Draft Law on Higher Education (replacement); Draft Law on Vocational Education (replacement); Draft Law on Press (replacement); Government's proposal on the 2026 Legislative Program.

According to reports and opinions at the meeting, the development of the 2026 Legislative Program proposal, prepared for submission to the National Assembly at the 10th Session, is of great importance, carried out in accordance with the provisions of the Law on Promulgation of Legal Documents 2025, with about 40 draft laws, ordinances, and resolutions to be submitted by the Government to the National Assembly for consideration in 2026.

The draft laws discussed and approved at the Session also create a very important legal foundation in many fields.

In particular, the Press Law Project (replacement) will perfect legal regulations on press management and development, meeting the requirements of new situations and contexts, especially the development of digital technology and modern media.

Concluding the meeting, Prime Minister Pham Minh Chinh requested to continue to focus on leadership, direction, and investment in human resources, finance, and facilities to implement the direction of the Politburo and General Secretary To Lam, which is to basically remove institutional and legal obstacles in 2025, create development, serve the people, and turn institutions from "bottlenecks of bottlenecks" into national competitive advantages. Ministers and heads of ministerial-level agencies directly direct and prioritize time and resources for the work of building and perfecting institutions.

Emphasizing a number of requirements and viewpoints in this work, the Prime Minister directed that it is necessary to carefully review, promote decentralization and delegation of authority along with appropriate resource allocation, improve implementation capacity and design tools for inspection and supervision, and switch from "pre-inspection" to "post-inspection"; resolutely cut down on administrative procedures, reduce intermediaries, and eliminate the situation where superiors "legalize" subordinates.

The work of building and perfecting laws must ensure both timely goals in terms of time and progress and improve quality: Closely following reality, starting from reality, respecting reality, taking reality as a measure; ensuring the highest legal principles; legal tools must be close to reality, with high fighting spirit, feasibility and effectiveness.

Prime Minister Pham Minh Chinh delivered a concluding speech at the Government's special meeting on law-making in July 2025.

The law regulates framework issues, which are of a principled nature. What is mature and clear, proven to be correct in practice, effectively implemented, and agreed upon and supported by the majority, will be legalized and applied in practice. For issues that are still fluctuating and complicated, the Government, ministries and branches will be assigned to regulate in detail, provide specific instructions, continue to research, perfect and gradually expand, without being perfectionist or hasty.

The dossiers and draft laws for amendments and supplements need to clarify "5 stars" including: Why omit, why complete, why add, why cut procedures, why decentralize and delegate power; the dossiers and draft laws need to ensure "6 clear" including: (1) Clear on decentralization and delegation of power, (2) clear viewpoints and principles, (3) clear on cutting procedures, reducing compliance costs, reducing inconvenience for people, (4) clear on the Party's viewpoints that must be institutionalized, (5) clear on the impact and effectiveness when promulgating laws, (6) clear on political opinions when there are different opinions. The expression must be concise, clear, easy to understand, easy to implement, easy to urge, monitor, inspect, and evaluate.

The Prime Minister noted the need to listen to opinions, promote democracy in discussions, create broad consensus; proactively coordinate with National Assembly agencies and full-time National Assembly deputies right from the drafting of policy documents and draft laws.

The Prime Minister requested the Ministers to focus on directing and promptly completing the dossiers of the draft laws in accordance with regulations to submit to the National Assembly; assign Deputy Prime Ministers to directly direct the development and completion of the draft laws; assign the Government Office to preside over and coordinate with relevant ministries and agencies to fully absorb opinions, complete and promptly submit the Resolution of the Session for unified implementation.
