Vingroup proposes to support 100% of registration fee for Hanoi residents to buy electric motorbikes

Vingroup wants to support all registration fees and reduce 10% of the vehicle price for Hanoi residents when they buy VinFast electric motorbikes.

This proposal was sent by Vingroup Corporation to Hanoi leaders on July 23, in the context that the city is preparing to ban gasoline-powered motorbikes in the central area from mid-2026, moving towards expanding the low-emission zone by 2030.

Accordingly, customers with registered residence or temporary residence in Hanoi can receive 100% support for registration fees when purchasing VinFast electric motorbikes from July 24 to October 24.

Currently, the initial registration fee for electric motorbikes is 2%, and in centrally-run cities (such as Hanoi, Ho Chi Minh City, etc.) it is 5%. For example, with a VinFast electric motorbike costing around VND30 million, billionaire Pham Nhat Vuong's company will support the buyer with VND1.5 million in registration fees.

In addition, buyers of electric motorbikes from Vingroup companies will also receive a 10% discount on the vehicle’s value. They only need to pay 10% in advance, the rest will be paid in installments over 3 years. They will also receive free charging at stations until the end of May 2027.

For the group buying a car for service business (such as running the Green SM platform), they get a 10% discount on the car's value. The remaining 90%, the buyer can borrow to pay in installments (through Shinhan Finance or Lotte Finance) for up to 3 years.

Thus, if buying an electric motorbike costing about 30 million VND, Hanoi residents can receive a total support of 4.5 million VND from Vingroup.

Previously, on July 12, Prime Minister Pham Minh Chinh requested Hanoi to deploy solutions for organizations and individuals to convert their vehicles, ensuring that by July 1, 2026, there will be no more motorbikes and scooters using fossil fuels (gasoline and oil) circulating in the Ring Road 1 area.

From the beginning of 2028, in addition to banning gasoline-powered motorbikes, private cars using fossil fuels (gasoline, diesel) will also be restricted within beltways 1 and 2. By 2030, the route will continue to be expanded to beltway 3.

In addition to policies for electric motorbikes, Vingroup also proposed a number of support solutions for electric car buyers. For example, the group and its partner banks will support car buyers with loans with an interest rate of 3% per year for 3 years. For customers buying cars for business services, the preferential interest rate is 4% per year for 3 years.

According to research by the International Council on Clean Transportation (ICCT), by 2022, two-wheeled vehicles will account for nearly 73% of the travel needs of people in Hanoi. Domestic companies will account for about 70% of the electric motorbike market share in Vietnam by 2020, with VinFast leading the way.

Industry experts say that the roadmap to ban gasoline-powered motorbikes in some areas following Hanoi’s roadmap will have a big impact on the Vietnamese motorbike market. This will also force people to adjust their travel habits, or consider switching to pure electric vehicles.
