On June 17, Prime Minister Pham Minh Chinh signed Official Dispatch No. 90/CD-TTg requesting localities to establish and publicize hotlines of provincial-level public administrative service centers and commune-level People's Committees before June 25 to support and guide individuals and organizations' and organizations' reflections and recommendations on the implementation of administrative procedures; provide public services when rearranging administrative units and implementing the 2-level local government organization model, ensuring regular 24/7 operations.
In particular, the Prime Minister requested that 100% of administrative procedures related to enterprises be carried out online, smoothly, seamlessly, effectively, minimizing paperwork, and completed in 2025. This is a very important and urgent task that needs to be urgently focused on when implementing the 2-level local government model from July 1.
This is an issue that the Central and Government have directed continuously and consistently in recent times, especially when Vietnam set a growth target of 8% in 2025 and long-term double-digit growth in the coming period. To ensure the growth target, the Party has issued a series of strategic resolutions such as: Resolution No. 66 on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68 on private economic development...
The ongoing 9th session of the 15th National Assembly has also focused on building and perfecting institutions and specific legal policies to remove institutional "bottlenecks of bottlenecks", creating an open legal environment for economic sectors, especially the private economy, to develop.
However, as National Assembly delegates and experts have affirmed, perfecting the law is not enough, but the important and decisive issue is to pay special attention to improving the effectiveness of law enforcement.
Currently, people and businesses are facing many major barriers, especially barriers in administrative procedures, the request-grant mechanism... and this is where harassment and negativity arise, increasing informal costs, distorting the business environment, and losing transparency and fairness. This is a major bottleneck among many current bottlenecks.
According to the Government Office's estimate, the total annual cost of administrative procedures that people and businesses have to carry out related to production and business activities is 120,000 billion VND/year.
According to the Government's request, in 2025, ministries, branches and localities must focus on reviewing, cutting down and simplifying administrative procedures related to production and business activities, ensuring a minimum reduction of 30% of administrative procedure compliance costs; 30% of business conditions and 30% of administrative procedure processing time. Therefore, more than ever, ministries, branches and localities need to strictly implement the Prime Minister's direction on cutting administrative procedures and shortening the time to process administrative procedures.
Many National Assembly deputies said that it is necessary to establish a working group consisting of many economic and legal experts to propose removing and simplifying administrative procedures on project investment, focusing on cutting, merging or connecting administrative procedures; it is urgent and necessary to quickly promote the application of information technology and digital transformation in public administration when switching to a 2-level local government model, and at the same time consider this as a criterion to assess the capacity and responsibility of leaders at all levels...
Only when we truly remove administrative procedure barriers will we have a chance to make a breakthrough to achieve the goal of high growth in the long term.
