Creating momentum for the future

The assessment of the implementation of socio-economic development tasks is periodically carried out by the Provincial People's Committee every month, quarter and 6 months. The meeting to assess May, the first 5 months of 2025 and deploy directions and tasks for June also follows the same practice, but marks a special period, before the merger of provincial administrative units. Development planning for the last 6 months of the year is not only limited to the old An Giang province, but must take into account the space and direction for the new An Giang.

Chairman of An Giang Provincial People's Committee Ho Van Mung directs development tasks in June

Since the beginning of the year, the Provincial People's Committee has focused on drastically and seriously implementing the Party and State's policies and directions on reorganizing the apparatus and administrative units, synchronously implementing tasks and solutions, striving to complete on schedule and as required. Proactively assessing the implementation of the State budget tasks in 2025, building the budget for 2026. The province has focused on implementing specific tasks and solutions to accelerate the disbursement of public investment capital in conjunction with the responsibility of the head, assigning specific responsibilities to each investor, closely monitoring and controlling the disbursement progress of each project.

The province's four working groups focused on monitoring, inspecting, removing difficulties, and promoting economic growth. Since then, the industrial and construction sectors have grown positively, with the construction sector achieving high growth rates. The processing and manufacturing industry accounts for a large proportion, continuing to play a driving role in the growth of the industrial and construction sectors. The export sector has grown strongly, contributing to the overall growth of the province; some of the province's key export products (frozen seafood, clothing) have been produced stably and grown over the same period. In addition, the service sector is also a driving force for growth, with An Giang tourism increasing both the number of visitors and revenue.

“I commend the sense of responsibility of the departments, branches and localities in implementing the socio-economic tasks in the past 5 months with extremely positive results. In May alone, the whole province carried out a huge amount of work, related to the preparation for the arrangement and merger of administrative units at all levels. The program to eliminate temporary and dilapidated houses was basically completed according to plan (typically Tri Ton district), putting the province in the group of provinces that completed the program before June 30” - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung commented.

But this is only the initial result. To achieve the economic growth target of over 10% as directed by the Prime Minister , we need more spirit of focusing on solutions to promote socio-economic growth; areas that have not achieved the growth target according to the scenario must have many drastic and effective solutions. The plan is concise, clearly stating who is doing it, which department or office is responsible; what must be done...

An Giang's strength is agricultural, forestry and fishery production, contributing more than 30% to the province's economic structure every year. In 2024, the industry will account for 34.74%, continuing to affirm its "supporting" role, making an important contribution to the successful implementation of the province's socio-economic development goals. To achieve the province's growth target of 10% in 2025, the agricultural sector must also have a roadmap and very high targets. The second quarter target is for growth in the agricultural, forestry and fishery sector to be 7.48% (cumulative increase of 4.72% in the first 6 months). “To achieve the year’s goals, we propose many solutions in the areas under our responsibility, including encouraging farmers to continue cultivating and sowing to achieve the planned output; widely vaccinating livestock and poultry to prevent damage when epidemics occur; raising aquatic products according to planning, avoiding price drops…” - Director of the Department of Agriculture and Environment Tran Minh Nhut shared.

Currently, the workload of preparing for the merger of administrative units at all levels is very heavy, ensuring that 1/7 of the whole province "turns to a new page". However, the tasks of socio-economic development must still be carried out in parallel, cannot be neglected, and avoid the mindset of "doing it for the sake of it". Comrade Ho Van Mung emphasized the responsibilities of departments, branches and localities in 13 tasks. Carefully studying their functions and tasks, each unit closely follows the prescribed time frame for the plan to implement the arrangement of administrative units, building a model of organizing a 2-level local government to complete according to plan.

Regarding the field of public investment capital disbursement, the Chairman of the Provincial People's Committee requested that each unit, investor, department, branch, and locality must have a plan, scenario, and disbursement solution to achieve the target of 100%, especially strengthening leadership, direction, and mobilizing the entire political system to participate. In particular, enhancing the sense of responsibility of the head in disbursing public investment capital; developing detailed plans for each project, with clear timelines and specific roadmaps. The Department of Finance continues to review works and projects that have stopped construction due to restructuring of the apparatus; works that are slow to disburse, and are unable to disburse to advise competent authorities to transfer to works and projects with better disbursement capacity and still lacking capital. Coordinate with the Department of Construction and localities to review public assets, develop reasonable arrangement plans during the process of merging administrative units. The Provincial People's Committee Office coordinates to strengthen administrative procedure reform, paying attention to cutting and reforming procedures to attract investment projects. The Department of Science and Technology strengthens the application of artificial intelligence (AI) to create breakthroughs in management and improve work quality and efficiency. In addition, it focuses on implementing solutions to achieve the goal of "By June 30, 2025, all leaders, cadres and civil servants must process work documents online and use digital signatures to handle work" according to the direction of the Prime Minister...

After 5 months, the province's main economic indicators have maintained high growth rates, such as: The estimated industrial production index for the first 5 months increased by 11.2% over the same period; total wholesale and retail sales of goods and services are estimated at 109,178 billion VND (up 14.9%). Total cumulative revenue from tourism activities reached 7,200 billion VND (up 10.7%). Budget revenue is estimated at 3,905 billion VND, reaching 50.8% of the estimate assigned by the Provincial People's Council, exceeding the average progress of the estimate).
